no, that's not what i am saying. what i am saying is that she made it
worse..

classic example is NAIA 3 with PANCHO VILLARAZA and other Malacanang aides
(insiders)

macapagal highway cost overruns, et cetera
missing BIR tax files
philippine charity fund
ipp power deals
lots more

now with Jose Pidal, real estate property in USA and perhaps more bank
accounts, more buildings

my relos say the arroyo propert in the us was bought waay before she became
president so its possible thats its ill gotten wealth from her dad?

Actually the most corrupt nation is not Philippines, its a country in
Europe, the problem with Philippines is the corruption and
incompetence is widely publicize. Other nation keep a low profiles.

which could be a possibility, since it was her dad who nationalize

actually will be much much better than Singapore or Taiwan.

Note: during the early years of Martial law, Philippine is the second
most advance nation is Asia after Japan. Living standard is better
than the rest of Asia.

Telephone switching [PLDT, Siemens fully automated] is the most
advance in Asia.

PC, although most of these are being manufacture in Hong Kong and
Taiwan, Philippine computer literacy was the highest in Asia,
mainframe and mini-computer system companies have branch office in
Makati like Sperry, Burough, DEC, IBM, technical support in other
countries have to go to Philippines for training.

International artist like Bee Gees, Commdores, when they tour Asia,
they deffinitely have to perform in Manila. Even Beatles perform in
Japan and Philippines, not in Taiwan, not in Bangkok.

Whore? Taiwan whore have to go to Manila [this was in the 60s to late
70s], do a singing gig and screw on the side to earn more than what
her family will be earning.

Rich pinoy destination for vacation? Hong Kong, Europe, and US

Its true That The Philippines WAS the richest Country in Asia. This is
because The US gave The PI preferential trade. Uncle Sam bought Sugar,
Coconut, and other agricultural products (at higher prices than today)
along with light manufactured goods. The Country was artificially
propped up buy America.

Other than massive corruption, a few other things are crippling The
Philippines. IMHO here are some of their main problems.

1. A Type of corruption that continues to pyrolyse foreign and domestic
investment.

2. The downward fall of world sugar, coconut, coffee & other
agricultural prices.

3. MASSIVE overpopulation, Over 2 million Pinoys added to its already
packed Country.

4. Drugs, Violence & poor management of government funds.

If all Philippine Cities where managed like The City of Dumaguete down
in Southern Negros, the Philippines would be much better off.
The streets are relatively clean & the water is good. The Cops are "not
as corrupt". More of the collected tax revenue is actually spent on the
Cities infrastructure. Overall, this City is managed better than ANY
City in The PI.

What proactive Government initiatives would VASTLY improve life in The
PI?

1. BAN ALL Motor bike taxies.
2. Enforce STRICT emission controls on all
Jeepnies and ALL other vehicles.

3. BAN all harmful fishing practices (dynamite and poison).

4. Fund MASSIVE birth Control education. JAIL or shoot any religious
leaders that undermine this effort.

5. Give the Muslims in Mindinao one more chance to stop their war.
Offer them generous amounts of food and development projects. If they
refuse, Bomb them ALL with no mercy 'till
they are completely destroyed.

MANILA, September 19, 2003 (STAR) By Ann Corvera - The Philippines is the
third most corrupt nation in Asia and is ranked 11th among the countries
with the worst corruption cases in the world, according to an ABS-CBN report
quoting a study conducted by Transparency International, a global
anti-corruption coalition.

The Philippines was ranked the third most corrupt Asian country, after
Bangladesh and Indonesia, the report aired over "TV Patrol" last night said.

Civil Service Commission (CSC) Chairman Karina David, meanwhile, disclosed
that $48 billion or P2.6 trillion was lost to corrupt practices in
government over the past 20 years.

This translates into P100 billion wasted annually through a wide range of
scams in government offices, the report said.

In last year's Transparency International survey, the Philippines ranked
11th among the most corrupt countries on the planet, sharing the spot with
Pakistan, Romania and Zambia, and placed only 10 notches away from
Bangladesh, which was tagged as the world's most corrupt country.

Transparency International surveyed business people and risk analysts on
their perceptions regarding the degree of corruption. A score of 10 in the
Corruption Perception Index (CPI) meant that the nation was perceived as
clean or relatively corruption-free, while a score of zero meant a nation
was perceived as highly corrupt.

In the 2002 survey, Finland emerged as the most corruption-free country,
scoring 9.7 points on the 10-point scale of the CPI. In contrast, Bangladesh
garnered a score of 1.2, while the Philippines' score was 2.6.

Transparency International took a total of 15 surveys used by nine
independent institutions. To be included in the CPI rankings, at least three
surveys had to be administered to locals and expatriates in the subject
country.

Transparency International explained that its definition of corruption
involves the abuse of "public office for private gain." The questions asked
in the survey include the misuse of public power for private benefit, with
focus on bribe-taking on the part of government officials.

The CSC said 30 percent of government employees were involved in corruption.
The remaining 70 percent have knowledge of crooked practices but choose to
do and say nothing about these corrupt practices.

David said the ongoing lifestyle and morality check on all government
employees and officials might help curb corruption in the Philippines. "The
more immoral your lifestyle is, the more penchant (you have) for
corruption."
