The best? That's always subjective.

You might want to try the following links for info

A Japanese convoy was sunk just off of Coron island during WW-II.
There are a dozen or so divable wrecks in a small area

My friends who are into Scuba tell me that the diving around Boracay
is good but not great. We do have reefs, walls, sharks, rays, and a
wreck. We also have a nice selection of activities for your
non-diving hours.

shops

The Coco Explorer does a a one week scuba diving cruise beginning and
ending at Puerto Galera and visiting several widely separated dive
sites in the Philippines. It calls here in boracay on Fridays.

In the ocean. Please do not do it at Espana Boulevard during floods and
stay away from esteros.

Pescador Island via Moalboal, Cebu. It's a small island that you can
completely circle. It's a wall dive and is simply beautiful. I've gone
down to about 50 meters but the coral goes down further. White tip
sharks around 40 meters.

My only other diving has been in Puerto Galera/Sabang. Lots of dive
spots as well as night life. My next trip (hopefully in June,) I'm
going to try do Malapasqua Island off the northern tip of Cebu- Manta
rays I hear!

I've got to admit that I have really gotten hook on diving now that I
have experienced it. For the amount and quality of dive spots in the
Phils, it's among the best in the world.

Go to Batangas, spend a lot, dive to 300 feet and overtake your bubbles
to the surface. That's a trip with all the elements.

what's the training like for newbies to get certified and how much
does it cost in 'pinas?

i went snorkeling in bohol last year. awesome coral reefs and clear
water. i was so amazed at the beauty of the corals... 'til i hit the
edge of it- it's the wall! damn, the ocean looked bottomless down that
wall and the water felt really cold. it scared the shit out of me;
thinkin' a shark might just come up and swallow me shitless.

I got PADI certified (has widest recognition internationally) 2 years
ago and the cost was about $300US for open water cert.(allows you to go
down to 25 meters.) That includes 5 dives and rental included. I went
for the advanced certification too (night dive and down to 40m+) and
that was about $180US which included 5 more dives with rental. I think
prices are about the same today. The average cost for a dive including
rental is about P800- 1000. Like everything else, rates are not fixed so
strike a deal.

Getting certified there is the way to go. It's much cheaper in the
Phils, you learn in a prime diving region- Not like here in California
where the water is cold as hell and nothing colorful worth seeing.

It wasn't that hard for me and I'm not a good swimmer. In fact you don't
even really need to know how. The instructor will ask your ability and
will advise if you need to brush up. You just need to be comfortable in
the water and do exactly what the instructor says. Some people say they
get claustrophobic with all that gear on- that's a common remark.

You can do "Discover Scuba" which is a crash coarse lesson and one dive
for about $50US as an alternative to going through the entire
certification. If you decide to go on, it will be added as credit
towards the full cert. You may do your first dives in a pool or in the
ocean depending if the dive shop has a pool. (Ocean is better I think.)

You watch a few videos, learn basic navigational skills and scuba
survival skills. Once you're certified you can dive world wide. It's a
sport that's mostly about leisure and how to conserve air by relaxing
and not exerting yourself. It's the opposite of typical sports where
you work up a sweat and your heart rate goes up. And it blows away
snorkeling hands down...

My SCUBA training was free but didn't come with a C-card. To get my
card and be able to get refills at dive shops, I had to enroll in a PADI
course taught in a freaking pool! It sucked. Thanks be the instructor
was sympathetic. What do SCUBA divers do to unwind after a long day of
diving? Why, they snorkel, of course.
