According to a Filipino I met who is critical of Philippine politics, "bakya"
mentality will decide the 1998 presidential election? What really is the
"bakya" mentality? Is it still very prevalent in the Philippines?

Bakya means the 'masa' or the common 'tao'. For lack of a better
explanation, it is the poor to lower mid class sector of the population.
It is really prevalent and dangerous, these are the people who succumb to
gossip and rampant rumors. these are the people who can create a run in
banks, who can create panic shopping for groceries, who can kneel down
anywhere in a mass prayer, ya know what I mean! And yes, these are the same
people who can elect presidents whether they think 'he' can do good job or
not.

"Bakya" crowed/mentality generally refers to common tao or the working
class. This group can turn the tide of an election result. They tend to
elect public officials based on personalities (movie stars, athletes)not
on idealogy or government flatform. Those good looking or guwapo
candidates have an edge.

Maybe because most of the candidates are former actors or actresses.

I heard this 'bakya' word often back in the early 70's when I was in the
Philippines. A sample of how it was used is as follows: 'bakya crowd'. It
means 'walang class (no class)' or 'uneducated group' or the like.
