Boat Anti Communists who are the World Record Holders of inaccurate tea leaves
readings advanced , a few weeks ago, the “news” that Le Kha Phieu was out
because of “incompetence” in preventing the “rebellion’ of the Highlanders, the
Hoa Hao Buddhists and the Catholics in Phu Cam (Hue^’). Mr Phieu was not
omnipotent and he could not walk on the water like our Good Lord so how could he
prevent these expressions of dissatisfaction from happening. In fact the VCP
security apparatus did a fairly good job. All of the rebellions are largely
contained, at least for now; and the Vietnamese in Saigon and Hanoi had barely
heard of these rebellions. A few who did , bought into the VCP propaganda that
these “rebellions” were tele -guided from foreign countries by hostile forces
to Vietnam, not necessarily to the VCP . In the country side where 80% of the
Vietnamese lived practically none of them heard about these rebellions except,
of course, in Cai Vo^`n, Kongtum and Phu Cam.
Then Boat Anti Communists reversed their stand : No Phieu is going to stay
because he is a Chinese Puppet and the Chinks wanted him there. From the World
Record holder Puppets the VIETGIANKONGHOA’s words should count for something.
It takes one (Puppet) to know one. If they were World Record puppets no
Vietnamese could be trusted of having any semblance of Independence .
So when Nong Duc Manh was chosen as the next TBT, Boat Anti Communists were
caught with their pants down . Tey tried to explain Nong’s choice was somehow
due to he being the natural son of the Great Uncle Ho.
If Nong were Ho’s son, this would not diminish one iota my admiration, and I
believe millions of Vietnamese’s for the Great Vietnamese Patriot but I don’t
think Nong was Uncle’s son. Physically there is no resemblance except for the
same narrow faces. Ho’s eyes had charisma and hypnotizing power of which
Nong’s eyes had none.
But if Nong were Uncle son his earlier career would not be so lackluster. Nong
went to a provincial high school and an intermediate agricultural school
graduating technical agent instead of Engineer in North Vietnam in the 1950s,
worked for a time as a very junior teacher in agricultural matters in Thanh Hoa
then get a scholarship to go to further his schooling in the USSR in the 1960s ,
i.e., a country not well known for World Class Agricultural prowess. If Nong
were Uncle Ho’s son and groomed to be the Crown Prince he would spend his high
school year in special schools in Hanoi for very high cadres get at least 2
years in ideological training in one of the Institute of Marxist, Leninist and
Ho Chi Minh’s Thought Institute upon high school completion then sent to study
Politics/Economics and Ideology in Moscow not on how to grow rice or corn there.
What do they know about Agriculture these disciples of Lysenko, anyway ?
I guess that Nong was a thoroughly Vietnamized Ta`y an important ethnic group in
North Vietnam .(Note: Ta`y is not exactly a Thai but more connected to the
Mu+o+`ng) .
. The Ta`y formed the early backbone of the Vietminh armed forces. One of Them
General Chu Van Tan was the first Vietminh Defense minister and another, Mr
Hoang Van Thu who held the job equivalent to that of TBT in the 1940s so Nong
was not the first Ta`y elevated to preeminence in Vietnamese politics
So what is the significance of the elevation of Nong Duc Manh to the supreme job
in Vietnam ?
As Chairman of the National Assembly, Nong was more conscious about public
opinion because National Assembly debates were televised and widely reported in
contrast to the VCP Politburo or Central Committee Meetings which have more
affinity with a Vatican or a Mafia Conclave.
But the importance is not with who is the TBT but who is/are the cloister
emperor. Mr Do Muoi was the Cloister Emperor (Tha’I Thuong Hoa`ng; cloister
emperor was a Japanese political invention in which a king retired to let his
son crowned emperor so that the retired Emperor or cloister emperor can rule
without the check and balance built in any Confucean Government system)) during
the entire reign of Le Kha Phieu who could not choose the color of his toilet
paper without checking with his boss Do Muoi first let alone quell the
rebellions or free the market.
If the cloister emperor were still Mr Do Muoi then the latter would play the
same role as Deng Siao Ping during the tenure of the two hapless Chinese TBT, Mr
Ho yiao Bang and Mr Zao Zi Yang.
If the position of cloister emperor (Ban Co^’ Va^’n Trung U+o+ng;Central
advisory Board with Do Muoi, Le Duc Anh and Vo Van Kiet during the 8th Congress
term but with Do Muoi by far the only person calling the shot)were abolished
then Doimoi will move with more speed if not then with Nong or without Nong the
next five years will be more of the same as the last five.

While it is true that the VCP is a totalitarian regime which laid claim to
control everything, it doesn’t necessarily mean that they are or were in
control of everything. During the War in Vietnam 1945-1975, the French then
the US were in control of the sea as of the sky over and surrounding Vietnam, a
fact that I would not lay blame on he VC alone. I have posted many times that
the bad situations in Vietnam such as poverty, lack of modern economy and
industry are the results of History. The VC bore some responsibility because
they are in charge for the last 25 years but the very asymmetrical and
exceedingly long war, the very low base line they started with , the errors
they made.their failure less obvious, at least to me. I had written BLAME YOUR
ANCESTORS, YOUR PARENTS, YOURSELVES AND YOUR GENES on the subject.
The Paracelses (Hoang` Sa) Were never under the VC rule so please don’t say that
they lost them to the Chinese. In 1974, the Paracelses were under the
VIETGIANKONGHOA who maintained a small garrison there populated mainly by draft
dodgers, military criminals. The Chinese invaded these Islands and took them
from the VIETGIAN KONGHOA so it was clearly your side which lost the Paracelses
not the Vietkong.
I believed that it was the US who let the Chinks go in because they just signed
the Shanghai Agreements with the USA. This is the proof Kissinger wanted to
give Mad Mao and Chou En Lai that the USA recognized a sphere of Influence for
the Chinks.
I talked to people in power in Hanoi about the lack of response of North Vietnam
to the Chinese invasion of the Paracelses. They said to me what could they do ?
The VC with a puny Navy would not last one second with the fire power of the
Seventh Fleet which was still the Protector of South Vietnam circa 1974. They
would not have a chance with the much better equipped Chinese Navy either.
Verbal protest would be very dangerous because the Chinese would make the formal
acceptance of Chinese Sovereignty over the Paracelses a condition to help North
Vietnam with War Materials and Food to unify the country. Instead the Vietkong
acted very wisely. They did not approve or disapprove of the Invasion publicly
but internally they said not to let same thing happening to the Spratleys(Truong
Sa).
For this Reason before the Vietkong entered Saigon in 1975, they sent their
crack troops (Dac Ko^ng) , Frogmen and Navy to the Spratly which were then
occupied by the South Vietnamese (VIETGIANKONGHOA), the Philippines and some
Taiwanese Chinese . Red Chinese were very angry but could not do much because
The Vietkong were in control of the airfield in Cam Ranh, Phan Thiet from which
it could launch their jets against an amphibious attacks by China. Only long
after China had modernized its Air force that it could invade by stealth a few
very small Islands in the Spratley.
Vietnam position is now to have a negotiated agreement on the fate of the
Paracelses and the Spratleys with all of the claimants. Recently the
negotiators from all claimants were in agreement that no one has exclusive
rights to these two groups of islands because over the centuries Vietnamese,
Chinese, Philipinos and Malays had occupied these islands though none on a
permanent basis.
I am afraid that we might have to share
So please do not blame the Vietkong for the loss of the Paracelses, your
VIETGIAN side lost them. The case for the Spratley was not stronger because the
glorious flag of my former country is still there defended by the best of
Vietnamese young patriots.

The film Godfather starring Marlon Brando entertained movie public a generation
ago showing the Master Puppeteer manipulating the puppets by moving a few
strings. Don Corleone masterfully played by Brando moved various heads of
Criminal “families” into in-fighting to allow his own family to take the supreme
power.
Deng siao Ping was the Chinese Godfather during the entire post Mao period till
his dead whence his only official title was vice chairman of the Central
Military Commission of the CCP. The two post Mao Chinese General Secretaries
of the CCP , Hu Yao Bang and Ziao Zi Yang were picked up then discarded by Deng
to ensure the Peaceful Transformation of China from a
Totalitarian/Backward/isolated and very poor country into a World Superpower
sometimes in the midst of the 21rst Century. He won’t be there to witness
China’s ascent because he died in the mid 1990s of very old age.
It could be argued that without Tien An Mon, and the bloody repression by Deng,
China will be more developed now, richer and freer. But one can also make a
case that without it, China might be chaotic/poor/ran by Mafia like Russia post
Gorbachev.
If there were a Vietnamese Godfather I would not name Truong Chinh or Le Duan as
a candidate because they died on the Job. Do Muoi was different. He was a
reaction to the reforms initialized by Nguyen Van Linh which were responsible
for many social problems, corruption and prostitution, in Vietnam and very
scanty economical progress. Nguyen Van Linh, it was true, liberalized the
Market especially agriculture bringing food sufficiency to Vietnam. Do Muoi was
intransigent on political reform but allowed experiments with the Free Market
to continue. It was under his term in the first half of the 1990s that the
SRVN made the most progress in economics. He could not extend his term for
another 5 years and had to give up his job to his hand-picked successor Le Kha
Phieu. Phieu was unlucky in that his tenure coincided with the Asian Economic
Crisis where other countries such as Indonesia, Thailand , Philippines suffered
even more than Vietnam . However Thailand, Taiwan, Hongkong and Korea survived
the Asian Crisis much better than Vietnam because they did not have a gargantuan
state sector to support. Phieu could not implement reforms fast enough to
make three quarter of Vietnam economy more competitive because this would
increase un-employment and hurt the interest of the state appointed heads of
SOE(state owned enterprises) who became very rich stealing their enterprises
blind. The principal constituency of the old-style VCP were the people
employed in SOEs. Godfather Domuoi was their protector. As I had written in my
last Post “ Nong Duc Manh as TBT”, the importance was not who is the TBT but who
is the Godfather. When I saw, on vtv4, Mr Domuoi leading all of the VCP top
Honchos to visit Uncle Ho’s tomb prior to the Grand Opening of the 9th Congress,
I thought that Nong Duc Manh ‘s term might not be different from that of Le Kha
Phieu, i.e., Do Muoi without Domuoi.
However when I watched the 9th Congress on Vtv4, I could not see Mr Domuoi in
the Grand Meeting Hall. It could be that Domuoi was there but the TV camera was
not pointed toward him, which in itself might be significant because I saw old
VCP stalwarts like Generals Vo Nguyen Giap and General Van Tien Dung sitting on
front row and Mr VoChi Cong sitting next to the Defense minister Pham Van Tra on
the podium and quite a few old timers that I could identify through their name
tags. The failure of vtv4 camera to pick Mr Domuoi up in the audience might
indicate a slight. In the same coverage by vtv4, it was obvious that Phieu had
lost all credibility with his colleagues who yawned and/or talked to their
neighbors during his speech . Gone were the days when the speeches by the TBT
were treated like the Pope ‘s pronouncements with complete mental absorption and
deep respect.
So I hope that Mr Nong Duc Manh would not have a monkey on his back in the form
of a Domuoi as Godfather during his tenure. Then Vietnam might be ready to
undertake serious business.
