people are said to have died in the town of Bogalay alone - the military
junta says it is "doing its best" to help survivors. But the generals admit
they do need outside help.
Could they have acted earlier? Weather forecasters in neighbouring India
claim they gave 48 hours notice that the cyclone was on its way.
International aid efforts are getting underway.
Richard Horsey of the UN Office for the Coordination of Humanitarian Affairs
said:
"Right now, food is not the emergency priority. Right now, water is much
more important and shelter, but we will have to assess in the coming days
and weeks what has been the impact on the food situation and make sure that
the food resources are sufficient."
The needs are immense. The UN estimates that several hundred thousand people
are without shelter and safe drinking water and the fear is that epidemics
could break out.
In areas worst hit by the storm, a constitutional referendum scheduled for
Saturday will now be delayed until later this month. But Myanmar's regime
will go ahead with the poll elsewhere, in a move the opposition party of
pro-democracy campaigner Aung San Suu Kyi has denounced as "totally
unacceptable."

to Burma. But the minister added that little could be done without the

This is likely to take the form of an Asean-led emergency relief effort,
using Asian organisations to channel international aid as their citizens may
be more acceptable to Burma's xenophobic generals, our correspondent says.
On Sunday, UK Foreign Office Minister Lord Malloch-Brown said on Sunday that
the aid operation was finally "starting to move".
He said there were signs that Burma might accept a compromise brokered by
Asian intermediaries to allow more foreign help, including allowing Western
ships to deliver aid. "We're just going to have see what negotiations in the
coming days by the Asian leaders, by the UN secretary-general, achieve. I
think you're going to see quite dramatic steps by the Burmese to open up," he
told the BBC.
Lord Malloch-Brown says only about 25% of the cyclone's most needy victims
have received the help they need. On Saturday, Burma took foreign diplomats
on a helicopter tour of the Irrawaddy Delta. But Shari Villarosa, the top US
diplomat in Burma, dismissed the visit as a "show".
However, Bernard Delpuech, head of the European Commission Humanitarian
Office in Rangoon, said the trip had at least shown "the magnitude of the

It was the Burmese government's judgement that for some reason they
did not want to accept foreign aid workers. Was it because they felt
they didn't need it? If so, then they are stupid, because of course it
could have helped. Or was it because they have something to hide? This
is far more likely, and it shows that they care more about covering
