Prof. Lin-Shan Lee, director of the Institute of Information
Science of Academia Sinica, Taipei, Taiwan, has been nominated by
the IEEE Communications Society as one of the 9 candidates for the
next board of governors, 4 among these 9 candidates will be elected.
The election is going to take place some time between the end of
April and early May. Out of 30,000 Communications Society members,
17,000 are in Region 1-6 (US) and about 4000 are in Region 10 (the
Pacific Rim, India and Australia). Needless to say, every single
vote counts!
As former students of his, we would like to try our best to
campaign for him and thus like to urge you to
(1) Vote in the upcoming board of governors election if you
are an IEEE Communications Society member,
and would highly appreciate if you can
(2) Distribute the following letter and influence your colleagues,
your advisor, or your classmates who might be an IEEE Communications
Society member to vote for Prof. Lee.

Dear Colleague:
Professor Lin-Shan Lee of National Taiwan University
has been nominated as one of the nine candidates
for the board of governors of the IEEE Communications
Society, four among them will be elected. The ballots
of this nomination are going to be mailed out before
May 1, 1993.
Many of the IEEE Communications society major decisions
are made by the board of governors. For example, the
international conference program committees are approved
by the board of governors. Asia has been underrepresented
in various activities of this society for a long time.
And it is a rare opportunity that a representative like
Professor Lee from Asia can be elected into the board of
governors of this society.
As former students of Professor Lee in our
early years of studies in National Taiwan University, we
would like to take this opportunity to share with you some
important reasons why Professor Lee has all the qualifications
for the position. Professor Lee is an outstanding educator.
We learned from him not only the basic knowledge in
communications, but the many means to
become a good engineer, and the fundamental attitude to face
our professional career. Some of his efforts were partially
reflected in his article on engineering education in the Nov.
1992 issue of the IEEE Communications magazine. We are only
a small group of representatives of the many students who
benefit so much from Professor Lee's efforts. This is why
we decide to write this letter to introduce to you our wonderful
teacher in our professional career.
Professor Lee received the B. S. degree in Electrical
Engineering from National Taiwan University in 1974, and the
M. S. and Ph.D. degrees in Electrical Engineering from Stanford
University in 1975 and 1977. He has been a professor of the
Department of Electrical Engineering and the Department of
Computer Science and Information Engineering of NTU since
August 1982, and was the Department Head of the latter from
1982 to 1987. He is currently the Director of the Institute
of Information Science, Academia Sinica, Taipei, which he
joined as a Research Fellow in Feb. 1985.
Professor Lee's current research interests are in the
areas of digital communications and digital speech processing,
with special interests in the problem of computer input/output
techniques for Mandarin Chinese using speech. He developed
the first successful Chinese text-to-speech system in the world
in 1984, which can synthesize arbitrary Mandarin speech with
unlimited texts. He also developed the first successful Mandarin
dictation machine in the world in 1991, which can accurately
recognize arbitrary Mandarin speech with unlimited texts. He
holds several U.S. and R.O.C. patents, and has authored or
coauthored more than 150 technical papers.
Professor Lee is a Fellow of IEEE since the beginning of this year,
and has been very active in various IEEE activities. He is
currently the vice-chairman of the Asian & Pacific Committee
and a member of the International Activities Council
of the IEEE Communication Society. He has been a general
co-chair, advisory board member, program committee member,
session organizer, or session chairperson of many
international conferences and workshops, and is also actively
participating in the editorial work of several international
journal publications.
Professor Lee's excellent credential is definitely qualified
as a member of the board of governors, and we believe his
experiences and insights in engineering education as well as
his leadership and influential position in Asian Pacific region
can significantly benefit the IEEE communication society
activities in various areas of the profession. This is why we
write this letter to strongly recommend him and would
like to urge you to cast your ballot to Professor Lee in
the upcoming election. Also, if possible, please transfer our
message to your colleagues and friends.
