Temple honours Confucius
MUSIC dating back 15 centuries will delight the ears of visitors
to the Beijing Confucius Temple this coming Sunday.
On September 28, 551 BC, the great thinker and educator Confucius
(Kongzi, 479BC) was born to an impoverished noble family in the
Spring and Autumn Period (770-476 BC).
Inside the grand Dacheng Palace at the middle of the Beijing
Confucius Temple, musicians will play tunes allegedly refined by
Confucius, using antique instruments including the stringed guqin.
Legend says that once Confucius went to learn music from the
virtuoso Shixiang, who taught him a sophisticated tune on the
guqin.
After practising for a long time, Confucius said he could sense
the great spirit of Zhou Wenwang, who laid the foundation of the
Zhou Dynasty in the 11th century BC.
"Why, my teacher did tell me that this tune was called 'Wenwang
Cao (Virtue)'!" Shixiang jumped up and exclaimed.
Learning music was just a part of the education of Confucius. As
only noble offspring could receive fragmented schooling, Confucius
sought a comprehensive education by visiting experts of all areas.
Finally, he mastered the "Six Arts": li (ritual), yue (music), she
(archery), yu (charioteering), shu (calligraphy), and shu
(arithmetic). Later he became the first devoted teacher aiming at
transforming and improving society.
He defined learning not merely as the acquisition of knowledge but
also as character building since he believed all human beings
could benefit from self-cultivation.
In this world where wealth and power speak the loudest, Confucius
believed that virtue, both as a personal quality and as a
requirement for leadership, was essential for individual dignity,
communal solidarity and political order.
Although Confucius never found a ruler among the rivaling states
to practise his political and social ideals, his thoughts were
enhanced and enacted in later dynasties and had a profound
influence on China and East Asia.
To the southwest of the Lamaist Yonghegong Temple an ancient
archway guards the entrance to the quiet Guozijian (Imperial
Academy) Street.
As a school for noble sons, Guozijian always adjoined the
Confucius Temple to ensure that future rulers carried on orthodox
Confucianism.
When an emperor was enthroned, he would first pay homage to the
temple, then go to the academy to give a short speech on adhering
to Confucianism.
"Officials and retinue dismount here!" command two 4-metre tall
stone tablets outside the temple's front gate. It is said that
even emperors must get off their sedan chairs at this sacred gate.
Upon entering the front Xianshi (Ancient Master) Gate, a visitor
can find rows of stone tablets at both sides of a pebbled road
leading to the middle Dacheng (Great Achievements) Gate.
To the east of the Dacheng Gate is the temple's oldest tablet,
erected in 1307 by Yuan Emperor Chengzong (reigned 1295-1307) to
coronate Confucius as the "Prince of Dacheng Zhisheng Wenxuan."
This long title praises Confucius as "the greatest saint with
outstanding achievements in promoting culture." It was inscribed
on the front gate and central palace of every Confucius temple in
China.
Ever since Emperor Wudi (reigned 141-87 BC) of the Han Dynasty
(206 BC-AD 220) followed his prime minister Dong Zhongshu's advice
to recognize Confucian thought as the imperial ideology, Chinese
rulers had granted Confucius ascending royal titles posthumously
to bolster their claims to the moral legitimacy of their rule.
In the Yuan Dynasty, Mongol rulers from the northern steppe met
obstinate antagonism from Han Chinese who regarded them as
barbarian invaders.
With the accession of Kublai Khan (reigned 1260-1294),
Confucianism received a more cordial reception at the Mongol court
through the efforts of Chinese advisers.
In 1306, the Confucius Temple was finished in the Yuan capital of
Dadu (or Khanbalik, today's Beijing) and the study of Confucian
Classics was encouraged.
Between the Dacheng Gate and the Dacheng Palace, dozens of
heavy-knobbed cypresses stand in the middle court.
In the past, cypresses and pines symbolized the ideal noblemen
envisioned by Confucius who called them "junzi," characters with
virtue and integrity.
To the left of the staircase outside the Dacheng Palace, an
extraordinary cypress, whose circumference is greater than the
reach of two people's outstretched arms, catches one's eyes
instantly. Botanists say it is well over 1,000 years old.
A popular story says that once in the Ming dynasty the sycophant
prime minister Yan Song (1480-1567) offered tribute to Confucius
on behalf of his beguiled Emperor Jiajing (reigned 1522-1565).
As only the emperor himself could enter the Dacheng Palace, Yan
performed the rituals in the courtyard. A sudden gust of wind
broke a branch from this cypress. The branch hit Yan Song on the
head, knocking off his hat, the symbol of his prestige.
In a year, the turgid official was dismissed, his fortune
confiscated, and his son executed.
From then on, this cypress has been hailed as the "chu-jian-bai
(cypress that hit the evil official)" among the folk.
Visitors will be dazzled by the golden and silvery decoration
inside the Dacheng Palace if they chance upon a ceremony.
But on most days a wooden tablet bearing the title of Confucius
faces the visitor in unlit modesty on the central table.
A royal-fashioned sculpture of Confucius once stood here before
the time of the Ming Emperor Jiajing. A minister pointed out that
it was blasphemous to let the Great Master's face vary from place
to place.
Emperor Jiajing decreed that only the temple at Confucius' home
town, Qufu of East China's Shandong Province, could keep a
sculpture. In all other places, a tablet would serve the purpose.
Flanking the tablet of Confucius are the bronze sculptures of his
disciples or great Confucian scholars in later dynasties. Mencius
(Mengzi, 371-289BC), for instance, brought Confucianism to
fruition during the chaotic Warring States Period (475-221BC).
Neo-Confucianist Zhu Xi (1130-1200) of the Southern Song Dynasty
(1127-1279) developed a well-integrated philosophical system that
later found its way into Korea and Japan.
Sheltered among the cypresses in the courtyard are 11 stele
pavilions of the Ming and Qing periods. Chinese emperors wanted
their people to remember their exploits, which were compiled into
eloquent articles and inscribed on the steles.
All the steles stand on dragon-headed stone tortoises called
"bixi," one of the Dragon's nine legendary children and standard
embellishments in Chinese architecture.
A covered well lies under the cypresses in the west court. This is
a peculiarity of Confucius temples as all other religious temples
in China avoid having wells within their walls.
In ancient China, a well is "yin" -- the negative or feminine
factor -- in nature, whereas temples worship "yang" -- the
positive or masculine factor. So, if a well were dug in a temple,
the divinations wouldn't work.
But worshipers of Confucius figured their Great Master needed
water to make ink and wash the brush before he could enlighten the
people with his articles. To further consecrate Confucius, Qing
Emperor Kangxi (reigned 1662-1772) named the well "Yanshuihu," or
Lake of Water for the Ink Stone.
In dynastic times, the government held a grand-scale Imperial
Examination in the capital every three years and those who passed
were appointed officials regardless of their social background.
Thus it was that many Chinese dreamed of passing the exam.
When the results came out, the successors would come to the
temple's well to thank their Master and drink from the "Lake" in
the hope of writing as eloquently as the master.
Another custom for these future officials was to find their names
on the tablets outside the Dacheng Gate.
After Yuan Emperor Renzong (reigned 1311-1320) resumed the
Examination in 1313, a total of 51,624 names were inscribed by the
government on 198 tablets, until the last exam concluded in 1904
within the reign of the penultimate Qing Emperor Guangxu (reigned
1875-1908).
There are only three Yuan tablets left, as many of them were
recarved during the Ming period. And the tablet for 1904 was
funded by the scholars themselves, as the Qing government had
virtually gone bankrupt by that time.
To the west of the middle court are 189 steles carved with the 13
Confucian Classics, the only intact set in China and the world.
In addition, the Capital Museum exhibits hundreds of national
treasures with first-rate illustrations in the side halls. "We try
to keep the spirit of Confucius alive while fine-tuning it to
modern ears," says Li Chaoying, director of the Capital Museum. He
will lead the musical performance on Sunday.
In 1999, a grand ceremony will be held to commemorate the 2,550th
birthday of Confucius, Li says.

EXHIBITIONS
French painter -- Bernard Buffet, a French artist, will show his
paintings on Chinese traditional architects and 50 other works he
created in recent years in the Beijing International Art Palace.
Born in 1928, Buffet is the first Western artist to paint a
portrait of late Chinese leader Mao Zedong. He was given the
honour of "The Most Popular Artist in France" by French Ministry
of Culture in 1991.
Buffet's works are imbued with a rigorous, melancholic tone which
leaves an indelible impression.

Paintings on Tibet -- Liu Yushan's one-man show will be held at
the China National Art Museum from September 30 to October 5.
The exhibition will display Liu's 30-plus ink paintings of recent
years. With his profound love for nature and in a realistic style,
Liu's paintings vividly describe the magnificent scenes and
unpolluted beauty of Xinjiang and Tibet. He also sketches ordinary
herdsmen, women and children who have lived in these places for
generations.
Liu, 56, is editor-in-chief of the People's Fine Art Publishing
House. He likes oil painting, traditional Chinese painting, print,
tri-coloured tile pictures and painted plates.

STAGE
Russian dance -- At the invitation of the China International
Culture and Art Centre, the St.Petersburg State Music Theatre will
make its first China performance on September 28 at the Beizhan
Theatre.
Founded in 1967, the St.Petersburg State Music Theatre (then under
the name of Leningrad Music Hall) is a modern show venue for
musicals, circus, stage plays, ballet and other variety arts.
In the past three decades, the song-and-dance troupe has toured
more than 50 countries and presented 1,600 performances.
Headed by Ilya Rakhlin, the 60-member troupe will perform about 20
music pieces and folk dances from Russia, France and Spain. The
performance is full of exotic flavour and modern rhythms.

Israel ballet -- The Israeli Ballet will perform "Cinderella" at

ballet troupes in the world. It adheres to a romantic, pure and

Resources back up progress
FUXIN government has worked out a guideline of "attracting capital
by resource" according to the practical situation.
Fuxin will walk a new line of "placing emphasis on processing
local resources, exploiting enterprises' fixed assets and
accelerating technological reform of enterprises."
More than 240 mineral spots with 43 different minerals have been
discovered in Fuxin is more than 240.
Fuxin is an important gold producing area in China. Paishanlou
gold mine, which formally started operation in June, is a gold
mine with the largest production scale and the highest degree of
modernization in China.
The mine's ore processing capacity is more than 1,800 tons per
day, and the output volume is 55,000 ounces per year. Proven gold
reserves reach 44 tons.
Fuxin is also a large supply base for silicon sand in Liaoning
Province.
It has more than 20 non-metals such as marble, limestone, asbestos
and graphite, and more than 10 metals such as iron, molybdenum,
aluminium, zinc, copper, tungsten, lithium and silver.
It also has rich resources in agate stone and mineral water.
It has a unique advantage in energy such as coal. It is a famous
"coal ocean" with 11 large State-owned coal mines with annual
output of more than 10 million tons. The proven area of coal is
825 square kilometres.
The land reserves are strong and solid with a total area of 1.02
million hectares. The per capita cultivated area of it ranks first
in Liaoning Province with 400,000 hectares.
The grain output volume is great with 1996's volume reaching 1.6
million kilograms.
Fuxin has become an important district for grain production in
China.
Animal husbandry is flourishing. The development of animal
husbandry has great potential for supplying raw material for the
leather, textile and medicine industries.
The quick development of the forest and fruit industry brings
Fuxin great value and profit.
The history of Fuxin's local industry is more than 50 years old,
with enterprises' fixed assets reaching more than $843,373.
There are 1,300 industrial enterprises with 480,000 personnel.The
industry of Fuxin embraces 13 big professions, more than 40
categories and more than 1,000 kinds, among which more than 40
kinds occupy a position of improtance in the whole country.
These assets provide favourable co-operative conditions for
investors in terms of equipment and technology.
Besides, the thriving rural enterprises and service industries are
good investment areas for investors from home and aboard.

Fuxin ideal for foreign investors
FUXIN is located at the northwest of Liaoning Province in
Northeast Asia and the area around Bohai sea.
The city neighbours Shenyang, the provincial capital, in the east,
and is 148 kilometres north of Jinzhou, a port city on Liaodong
Bay.
Fuxin belongs to the north temperate zone with a continental
monsoon climate. It has sufficient sunshine and raining.
The city has a total area of 10,355 square kilometres with a
population of 1.9 million, 770,000 in urban districts. Under its
jurisdiction are Fuxin Mongolian Autonomous County and Zhangwu
County and five districts: Haizhou, Taiping, Xinqiu, Qinghemen and
Xihe.
The name Fuxin dates back to 1904, which means rich produce and
new life.
Unearthed relics show that as early as 7,600 years ago, people
lived in the area.
Fuxin Chahai relics of primitive village, which is the source of
Hongshan Culture dubbed the First Chinese Village, has unearthed
the most ancient jade in the world and the oldest portsherd with
dragon veins. Chinese archaeologists say the place is one of the
most ancient where civilization developed.
Today's Fuxin is a beautiful, clean modern city with complete
infrastructure and facilities.
Fuxin boasts sufficient energy and perfect water, gas, heating and
power facilities for foreign investors.
Fuxin has easy traffic and transportation.
Two railways go across the area and there are express trains from
the city to Beijing, Tianjin, Shenyang and Dalian.
Several high-class roads cross its jurisdiction, and Shugang
Highway from Fuxin and Jinzhou Port effectively raise the city's
transportation for export commodities.
Around Fuxin are Shenyang Taoxian, Jinzhou and Chaoyang airports,
which provide convenient air traffic for business people to get
into and out of the city.
The city has modern communications service. Its posts and
telecommunications building is newly built. About 150,000 IDD and
DDD telephone lines are available in the city.
Fuxin also has star-level hotels with complete facilities and fine
service.
The city is dubbed a city of coal and electricity as one of the
major energy bases. Four energy projects of the 156 State major
projects were built in Fuxin during the First Five-Year Plan
(1950-55).
Fuxin currently has 11 State-owned large coal mines whose annual
production is above 10 million tons.
Fuxin Power Plant, built in 1960s, has been expanded and renovated
to a capacity of 750,000 kilowatts.
Local industry has seen continuous expansion. Its machinery,
electronics, chemicals, textiles, building materials, pharmacy,
food and light industry have rapidly developed to form scale
production. The city tops the country in Fluoride chemical
production.
Fuxin is also a major city of agricultural production. Its grain,
husbandry and forestry enable the city to develop deep processing
and expand capacity of production.
Fuxin attaches great importance to developing export-oriented
economy.
By the end of 1996, the city has approved 130 enterprises
involving foreign funds.
Its exports have maintained a strong momentum.
To date, nine production enterprises in Fuxin have been granted
licence for imports and exports for themselves by the Ministry of
Foreign Trade and Economic Co-operation.
Last year $504 million were sold in exports to 40 countries and
regions including the United Sates, Britain, Germany, France, and
East Europe and Southeast Asia countries.
To attract foreign investors, Fuxin has promulgated a set of rules
and regulations for providing efficient and quality service for
overseas investors.

City proposes funds' usage
BY the end of the century, Fuxin plans to approve 400
foreign-funded enterprises, half of which are to renovate existing
companies in the city. Total production of these enterprises shall
reach 1.5 billion yuan ($180.72 million). At least 20 projects,
each with $5 million in foreign funds, shall be approved to use a
total of $300 million.
Focusing foreign funds on restructuring its industry, the city
plans to establish a batch of projects to tap the rich resources
and existing capacities and head the development of industrial
sectors.
I. Comprehensive development of agriculture and minerals
Planting: Focus on the transformation and deep processing of major
agricultural products like maize, sorghum, sesame, peanuts, red
beans and black beans.
Husbandry: Focus on the deep processing of meats; step up
processing and production of feathers, leather, concentrated and
compound feed; and enlarge production of domestic animals and
poultry.
Fruit and forestry: Focus on the deep processing and
transformation of wood, grapes, apples, hawthorns, pears, apricots
and sour jujubes.
Mining: Mine gold; exploit gas from coal seam; make comprehensive
use of gangue; exploit oil and natural gas; process iron ores; and
develop mineral water and non-metal resources, including zeolite,
scilic sand, granite and agate stone.
II. Sustained development of major enterprises and name products
Electronics: Focus on development of electrical semi-conductor
elements, superpower and rectifier tubes, ultramini, metalized
organic film condensers and No 5 digital communication cables.
Chemicals: Focus on projects for rubber conveyer belts, deep
processing of fluoride, chloroacetic acid and methanol, and deep
processing of gas from coal seam.
Fuxin also plans to focus on the development of new products in
machinery, textiles, building materials, pharmacy and light
industry.
III. Infrastructure, development zone and service industry
They include initial works of Fuxin-Jinzhou, Fuxin-Shenyang
expressways; heat and power plants in Ping'an, Qinghe and the
development zone; and comprehensive development of such scenic
spots as Daqinggou and Puan Temple on Haitang Mountain.

New zone ready for business
FUXIN Economic and Technological Development Zone is thriving
after five years of construction.
Approved by the city government of Fuxin on August 8, 1992, the
zone was approved as a province-level development zone on August
26, 1994.
Located in the western part of the city, the zone covers 9.2
square kilometres. The first-phase development area is 3.88 square
kilometres including 142.5 hectares for industry, 40.3 hectares
for trade, 37.53 hectares for service industry, 54.08 hectares for
residence and 4.48 hectares for culture and entertainment. The
population in the zone totals 9,633.
The terrain in the zone are plain and its geographic condition
sound and pollution-free. The Sahaihe, Jiuyingzhihe and Xihe
rivers embrace the development zone offering a dynamic natural
environment and good drainage.
The zone offers an excellent investment environment in the
following ways:
First, transportation is convenient and favourable. Fujin Road
crosses the development zone east to west connecting with the
city's road. The newly built Yingbin Bridge, Yingbin Street and
Yingbin Plaza cross the zone connecting with Fuxin Railway
Station. Shenyang's Taoxian Airport is less than 200 kilometres
away.
Second, services in the development zone and nearby urban area are
fully integrated -- tap water, gas, heat, electricity and
communication are available in the zone.
Third, the zone's new policy is flexibly regulated to attract
foreign investment capital.
Fourth, the zone's management committee is simplified, unified and
highly efficient, adhering to the principle of "small government,
big society." The administrative staff totals 18 persons in five
departments, who are responsible for the planned construction of
the zone and its economic development.
Its development goal is: By the end of 2005, 150 non-polluting and
low-energy-consuming industrial enterprises, especially those in
high-technology areas will have been launched. These ventures are
expected to cover a area of 9.2 square kilometres and will help
the zone realize its goal of reaching a total industry production
volume of 1.2 billion yuan ($144.58 million). The social
production volume of the zone is projected at 2 billion yuan
($240.96 million).

Profitable projects wait for investment
CURRENTLY, a batch of projects of fine market prospect and high
science and technology level are available in Fuxin for domestic
and overseas investment or co-operation to expand production for
large profits.
1. Automobile power turning pump
Fuxin Hydraulic Products Factory is a major enterprise of the
country with strong force of science and technology. Products of
the factory cover some 1,000 specifications of 25 kinds in six
categories. Its newly developed hydraulic power turning pumps are
widely used on automobiles and other machinery equipment. At
present China annually manufactures about 3 million automobiles
and the pumps are in high demand. The factory plans to use $3.5
million to enlarge the production from the current 30,000 to
300,000.
2. Annual production of 10,000 ton chloroacetic acid
Fuxin Chemical Plant has complete equipment for the production of
chloroacetic acid. The product has wide application in pharmacy
and is largely exported. At present the plant needs 20 million
yuan ($2.41 million) as flowing capital for production of the
acid.
3. Metalized film condenser
Condensers manufactured in Fuxin are widely applied to television
sets of Changhong, Konka and TCL, which are China's top TV
manufacturers. One third of Changhong TV sets use Fuxin's
condensers. To satisfy demand in the market, Fuxin plans to use $7
million to expand its current production of 100 million condensers
to 300 million in 1998 and 1 billion by the end of the century.
4. Corn degradation resin
As a product of bioengineering, degradation resin has large demand
in the market. The project is to use a patent technology of the
Chinese Academy of Science, which produces no pollution to the
environment and helps eliminate the usual white pollution in
production of such products. To meet market demand, Fuxin plans to
use $800,000 to expand the annual production to 80 million
degradated resin food containers and 1,500 tons of degradated
films.
5. Annual production of 350 million cubic metres of coal seam gas
for making methanol
Fuxin is rich in coal seam gas resources. The proven reserve is 20
billion cubic metres. There is a fine prospect for the production
of formaldehyde and the development of urea-formaldehyde,
methylamine, acetic acid and MTE with coal seam gas.
Fuxin has projects of good prospects for co-operation with
overseas investors in agriculture and husbandry, mineral
resources, infrastructure and renovation of State-owned
enterprises.

FOREIGN trade has been developing rapidly in Fuxin. Its variety
and volume have been continuously growing. Many of its quality

die-casting machine, mixer, ferroalloy, cast, steel ball, fine
gear, alloy cable, machinery equipment, O-series bearings, brush,
electric smelted magnesia/chromia, ferroscilicon, iron line and
more.
Electronics: Metalized film condenser, communications cable,
electrolyte aluminum condenser, power electronics.
Chemicals: 2F4B, refrigerant, chloroacetic acid, polyvinyl
fluoride resin, fluorbenzene, rubber conveyer belt, and furfural.
Textiles: handwoven woolen carpet, goat cashmere sweater, cashmere
clothing for coats, scarf, knitting clothes, cotton socks,
corduroy.
Pharmacy and light industry: Carpet, paper products, art crafts of
agate, batteries, shoes for travelling, plastic films, leather
products, rubber/plastic shoes, transparent plastic sheet,
eyedrops and knock-out drops.
Foods: Fast noodles, hams, candies, thin spaghetti, tormented bean
curd, soy sauce.
Agriculture and husbandry: Corn, sorghum, black soya bean, mung
bean, honey, castor bean, almond, peanut, sesame, buckwheat,
mushroom, chicken, jujubes oils, live cattle, live sheep, frozen
pork, frozen horse meat, bean dregs and pellet beet dregs.
