Asean Members had implemented VISA-free travels for their
citizens to each countries for some time now.

Burmese military government does not agree.
The official reason is that Burmese Government gets
-visa fees from visitors of Asean Countries.
-Grafts ( for their Embassy Staffs ) and visa fees
from Burmese who are now citizens of Asean Countries.

in addition to visa fees and GRAFT.

Because of not making visa-free travels among
Asean countries cause a hardships to those Burmese going
out and visitors from Asean countries.
Military Govt said - Burmese travelers are the one who are paying
visa fees to Asean countries and they are getting visa-fees from
visitors of Asean countries.They see this as a GAIN GAIN scenario
for Burma.
