Representatives of loyalist paramilitary groups will be invited to
exploratory talks before the end of the year, Mr John Major said
last night. His invitation came as concern mounted in Dublin that the
deepening crisis surrounding Mr Albert Reynolds' administration and
the possible collapse of the Irish Government coalition could
destabilise the Ulster peace process. Mr Major told the Lord Mayor's
Banquet at Guildhall in the City that last week's shooting of Mr Frank
Kerr, a postal worker in Newry, had pushed the issue of weapons held
by the IRA and loyalist paramilitaries up the agenda for the talks.

The launch of the National Lottery yesterday was hailed as an
outstanding success after 7 million tickets - understood to be more
than double the expected number - were bought around Britain in 12
hours. Shops reported brisk sales of the 1 pound tickets and few
teething problems with the 70 million pound computer network that links
just over 10,000 stores to Camelot, the lottery operator. The first
draw will be televised on BBC1 on Saturday.

Bruce Grobbelaar, the Southampton goalkeeper, was charged by the
Football Association on two counts relating to alleged match-fixing.
However, he has not been suspended and is available for Saturday's home
game with Arsenal.

Mr Silvio Berlusconi, the Italian Prime Minister, won a confidence vote
in parliament last night, two days after a million people demonstrated
against his budget plans.

Peace in Angola has been delayed yet again. The signing of an accord to
end the 19-year civil war - scheduled for today - has been postponed
until Sunday.
