John Major yesterday carried out a wide-ranging but unglamorous
reshuffle in which the one gamble was the spectacular promotion of
Jeremy Hanley from outside the Cabinet to the task of reviving a
demoralised Conservative Party as its chairman. Mr Major passed the
minimum virility test set by many colleagues by sacking John Patten,
Secretary of State for Education, in a reconstruction which tilted the
Cabinet perceptibly, if moderately, to the right and saw the departure
of Lord Wakeham, John MacGregor and Peter Brooke.
The Foreign Affairs Committee has found that Lord Younger, the former
Defence Secretary, was guilty of "reprehensible" conduct in the Pergau
Dam affair.
The building of the British Library at St Pancras - unfinished after 12
years and over budget - has "degenerated into a shambles" and merits an
urgent public inquiry, MPs said yesterday. The huge red brick library,
described in an all-party select committee report as resembling "a
Babylonian ziggurat seen through a funfair distorting mirror", was also
attacked as "one of the ugliest buildings in the world".

The likelihood of Mr Jacques Santer succeeding M Jacques Delors as the
president of the European Commission was fading last night, after key
groups within the European Parliament, including the dominant
Socialists, pledged to oppose him in today's vote on his candidacy.

A cholera epidemic has already hit Goma, the Zairean town overwhelmed
by more than a million Rwandan refugees, international relief workers
said yesterday.
More bodies were found yesterday under the rubble of the Buenos Aires
Jewish community centre bombed by terrorists on Monday, bringing the
confirmed death count to 32.
