Bush asks Musharraf to stop terrorist infiltration

US President George W Bush has stressed the need to
stop
cross-border terrorism in Jammu and Kashmir, a
senior US
administration official said.
During a meeting with Pakistan President Pervez
Musharraf here
yesterday, Bush told him about "the need to stop
cross-border
terrorism" in Jammu and Kashmir, the official said.
About the meeting between Bush and Prime Minister
Atal Bihari
Vajpayee, the official said, they talked about the
progress
that were making in US-Indian relations, about
cross-border
terrorism, India's support for Afghanistan and Iraq
situation.
During the half-an-hour closed door meeting with
Musharraf
here on Wednesday, Bush stressed the need for
Pakistan to
clamp down on "cross-border infiltration", which is
affecting
Kashmir and Afghanistan, the Daily Times quoted a US
senior
official as saying.
Another top US official reportedly said that Bush
urged
progress on quelling cross-border attacks, but did
not ask
them to send troops to Iraq. "The president didn't
come here
to ask people for troops to Iraq from either leader
during
separate meetings," added the official.
Bush also discussed the volatile issue of raids by
militants
who cross the Line of Control, the official said.
Raising his concerns about Taliban-like hard-liners
striking
at targets in Afghanistan from Pakistan, the
official said,
"Bush did ask Musharraf to go back and to redouble
his efforts
to try and deal with this particular problem. But
this is a
very hard problem and I don't think we believe it's
from a
lack of will."
"You've had a complete shift in the orientation of
Pakistan's
foreign policy and Pakistan's policies toward
terrorism," the
official stressed. "It doesn't mean that there isn't
still
more to do, but that has to be acknowledged," Bush
is reported
to have told to Musharraf, according to the
official.
Meanwhile, another report in The Nation quoted US
Ambassador
to Pakistan Nancy J. Powell as saying in Peshawar
that
infiltration of terrorists into Kashmir must stop.
According
to the paper, Nancy said: "There is no doubt,
however, that
violence in Kashmir must stop. Ending infiltration
into
Kashmir remains a key goal. For our part, we will
continue to
explore ways to encourage peace in Kashmir."
The US Ambassador also stressed the need for early
restoration
of democracy in the country. She said that the US
hoped that
Islamabad would go ahead with its commitment to
strengthen
democracy and ensure human rights to build a stable
and
positive future of its people. "We want strong
Pakistani
democratic institutions, including a National
Assembly, that
plays a vigorous and positive role in good
governance and an
independent judiciary that promotes rule of law."

NEW YORK: He came, he saw and left vanquished without a conflict.
General Musharraf has left for Canada even before the Indian Prime
Minister delivered his speech.
He received many a pat on his back for his help to the US on the war
on terror but he was also told, according to US officials, in no
uncertain terms by President Bush, "to go back and redouble his
efforts to try and deal with this particular problem".
The problem being the terrorist training camps in Pakistan where the
Taliban are training new cadres according to President Hamid Karzai of
Afghanistan.
When asked by the foreign media whether he needed Nato troops to
patrol his western border, the General scoffed that "they would get
bogged down. It's a kind of terrain that Nato has never seen. Pakistan
has the experience of three wars. We can handle this."
But Musharraf's confidence kept falling in his three days here. The
cannon was spent by late Wednesday evening and the commando had run
out of his tactics.
The Indian Prime Minister hadn't even begun.
In one of the several interactions with the media here he was asked
whether the US was dancing with the devil in its friendship with
Pakistan because the General's country wasn't really a democracy.
Musharraf taking offence replied, "you need to realise that we are a
democracy different from your kind of democracy. Don't see us from the
perspective of your country. We have a fully functional Senate,
Provincial Assemblies etc. It is strange that I, a man in uniform,
want to get an orderly democracy in my country."
The journalist did not seem convinced, which led Musharraf to fire yet
another salvo "President Bush understands our democracy". One could
almost hear him say - So there.
General Musharraf needs help, he says, to gather more intelligence to
tackle the Taliban elements in his territory. His ISI is not yet
equipped though it has a 3 dimensional approach in collecting and
colating information in the tribal areas on Pakistan's western border.
Seeming quite in command of the oft termed rogue organisation,
Musharraf said that the first element was HUMINT or human intelligence
which took a long time to get. He had to send men into place who would
gather and provide information.
Then there was TECHINT where mobiles, internet etc had to be monitored
and roads constructed for operations to take place.
The third dimension he said was actually going in and "smoking them
out". The coordinated efforts according to him were bearing fruit and
he "urged everybody to realise that Pakistan has delivered on
anti-terrorism more than anybody".
But Americans aren't really believing him. The golden boy of 2001 and
most of 2002 is not so hot. So says Time magazine, CNN, ABC News, New
York Times, and several senators especially Democracts, who are
demanding to know what the Americans are achieving by being so patient
with Musharraf.
He isn't even sending troops to Iraq. He is not really waiting for the
UN resolution, he says. He wants troops from other Muslim nations to
come in or else it would be ha

Pervez Musharraf leads a terrorist state, says DAVID VAN PRAAGH. We
forget that at our soldiers' peril.
Today, Canada has the distinction of welcoming the leader of what, by
any fair reading of mounting evidence, is a state supporting
terrorism. That is disturbing to say the least. But Canadians may soon
be among the victims of this terrorism. Canada is not alone in playing
host to President Pervez Musharraf of Pakistan. General Musharraf also
will visit the United Nations, where Pakistan is a member of the
Security Council, and he will address the UN General Assembly. He has
been an honoured guest of President George W. Bush in the United
States.
This is a critical time in which the civilized world, if it is to win
the war or terrorism, needs to be honest and realistic in identifying
and confronting the enemy. Pakistan presents a major peril, not only
because it supports terrorism on two fronts. It is also a
nuclear-weapons state that has illegally exported nuclear technology
to North Korea and neighbouring Iran. Astonishingly, it nevertheless
poses, and is accepted, as an ally of the forces fighting terrorism.
Despite Gen. Musharraf's promises to President Bush to cease backing
terrorism in India's share of the disputed state of Kashmir and in
India itself, Pakistan's army, through its Inter-Services Intelligence
branch, has never stopped during the past 15 years. In recent weeks it
has become clear that the ISI has revived a second terrorist front in
a way that almost certainly will lead to casualties among Canadian
troops in Afghanistan.
After the Soviet withdrawal from Afghanistan at the end of the 1980s,
the Pakistani military created, armed and commanded the benighted
Islamic extremists called the Taliban, who took over most of
Afghanistan by 1996. Under the Taliban, the country became the
headquarters of al-Qaeda, the international terrorist movement headed
by Osama bin Laden. With the Sept. 11, 2001, terrorist attacks on the
United States, Pakistan had little choice but to declare itself an
ally of Washington, especially because India had immediately made
clear that New Delhi was Washington's strategic ally. But ISI support
of the Taliban continued.
Taliban and al-Qaeda gunmen continued to cross the rugged
Pakistan-Afghanistan border both ways. In all likelihood, Osama bin
Laden lives under ISI protection on one side or the other of the
border. A new phase of the struggle for Afghanistan has started,
however, with attacks by well-armed, organized Taliban units of as
many as several hundred men. Just as the Taliban's original victory
would not have been possible without direct Pakistani assistance, it's
highly unlikely the recent assaults could have been launched without a
direct ISI role. So far, U.S. troops and a limited number of new
Afghan troops have taken on the new Taliban invaders. But the
UN-mandated, NATO-commanded international stabilization force, with
its large Canadian contingent, is beginning to move out of the Kabul
area in order to secure remote provinces. It's inevitable that
Pakistan-backed Taliban invaders will engage Canadian troops.
Apart from terrorist campaigns designed to persuade India to give up
the Vale of Kashmir and to put Taliban fanatics back in control in
Afghanistan, Pakistan, with its nuclear weapons, has the potential of
contributing to much wider destabilization. Its nuclear bomb is a
Chinese bomb, and it has an estimated one dozen to two dozen of them.
But Pakistan also acquired nuclear components illegally, and this led
the United States to refuse to deliver to it some 28 F-16 fighter
planes. Moreover, Western officials have confirmed that Islamabad
transferred Chinese nuclear-weapons technology to both Iran and North
Korea -- in the latter case, in exchange for missiles with which
Pakistan's generals targeted Indian cities. Gen. Musharraf threatened
to use these nuclear-tipped missiles in 2002.
Western reticence to confront Pakistan grows out of fear that Islamic
extremists, either clerics or generals who already control its nukes,
will deploy or even use them if they oust Gen. Musharraf. But the
Pakistani leader is clearly playing a double game. Mr. Bush's refusal
to mediate on the Kashmir issue or provide the F-16s as payment for
Pakistan's limited co-operation after 9/11, or even guarantee
increased economic aid without an end to terrorism, may well have
caused him to step up terrorism instead in Afghanistan and Kashmir.
