The Government suffered a second humiliating defeat in the High Court
in two days yesterday when judges ruled that providing 234 million
pounds for the Pergau dam project in Malaysia was an illegal abuse of
the aid system. The two judges said the authorisation of the aid by
Douglas Hurd, the Foreign Secretary, broke the law because the project
was economically unsound and did not benefit Malaysia or its people.
The Northern Ireland peace process was facing new strains last night
after the murder of a postal worker by suspected IRA gunmen prompted
the Irish government to cancel plans to free nine republican prisoners
before Christmas. The announcement by the Irish Justice Minister, Mrs
Maire Geogheham-Quinn, came three hours after three men posing as
postal workers shot dead Mr Frank Kerr, 53. Although security services
believe that the attempted robbery at a sorting office in Newry, Co
Down, was "gangsterism" by breakaway IRA members, the shooting resulted
in a crisis meeting of the Irish cabinet, which has been accused of
moving too quickly to release terrorists.
Police are to investigate the alleged conduct of Bruce Grobbelar, the
international goalkeeper accused of accepting large bribes to fix
football matches. As Grobbelar flew to his native Zimbabwe last night,
after his lawyers served a libel writ on The Sun newspaper, Hampshire
police announced their involvement. Grobbelar plays for Southampton.
Ron Atkinson was sacked as manager of Aston Villa yesterday after eight
defeats in nine games, the club's worst ever run. Joe Royle was
appointed manager of Everton.
A new national curriculum to take schools into the 21st century was
announced last night by the Government. Gillian Shepherd, the
Secretary of State for Education, promised five years of stability.
Most teachers welcomed the document, which will end the six-year battle
between the Government and the profession.

Iraq recognised the sovereignty and "territorial integrity"of Kuwait
yesterday, a major reversal of policy. The move represents a
significant step towards the return of Iraq to the international
community and the eventual lifting of United Nations sanctions.
