Racing and on and off-course bets will be allowed on Sundays after MPs
voted 290 to 189 in support of a change to the Deregulation bill.
The 2.6 billion pound CrossRail scheme linking east and west London has
been defeated at Committee stage.
The Prime Minister has insisted he is "sceptical" about holding a
referendum on Europe.

Tens of thousands of people have been celebrating the inauguration of
South Africa's new president, Nelson Mandela. At the ceremony in
Pretoria, Mr Mandela pledged to build a nation at peace with itself.
Around 100 foreign heads of state were in attendance as the event was
celebrated with traditional African music, pop groups and dancing. As
the festivities went on into the night, police in Pretoria said no
violent incidents had been reported.
President Nelson Mandela's new cabinet meets for the first time today
to assess the hard tasks ahead of the new South Africa.
The United Nations has said a new force of at least 5,500 troops is
needed to support relief operations in war-torn Rwanda. A report to
the Security Council also says the troops should be able to defend
themselves. Earlier the US said it was sending 15 flights of food,
medicines and supplies to refugees in Tanzania. Fighting is said to be
intensifying around the Rwandan capital, Kigali, and heavy casualties
are reported among government and rebel forces.

The main political parties have suspended their campaigning for next
month's European elections following the death of John Smith. The
leader of the Labour party died yesterday morning following a massive
heart attack. He was 55. Special sittings of both Houses of Parliament
were held to allow MPs and Peers to pay their tributes. John Major said
Mr Smith was a formidable opponent - a man of unswerving loyalty to his
party.
The loyalist terrorist group, the UFF, said it shot dead a Catholic man
in the Ardoyne area of Belfast yesterday.

Foreign ministers from Europe, Russia and the US will attempt to revive
the Bosnian peace talks at a meeting in Geneva later today. The summit
is aimed at finding an agreed policy on how to stop the escalation of
the war. However, there are doubts that a common line can be found -
Britain and France are expected to reject any US pressure to
consider lifting the arms embargo against Muslims. Meanwhile, the UN
head has called for a general ceasefire in Bosnia.
Israel has transferred power to the PLO in Jericho, officially ending
27 years of occupation in the West Bank town. During the signing
ceremony, the Palestinian flag was raised over Jericho's military
headquarters. Earlier buildings, including the central police station
and the post office, were formally transferred to 20 Palestinian police
officers.

Two cub scouts, both aged eight, and an adult were killed and about 30
people injured in North Yorkshire yesterday when their minibus collided
with a 53-seat coach carrying army cadets.
The threat of confrontation today over flights by British Airways and
Air UK from London to Orly was averted yesterday in a compromise deal
between the British and French governments.
The contest for John Smith's successor as leader of the Labour party
will be a classic right-left fight between Tony Blair, shadow Home
Secretary, and John Prescott, Labour's employment spokesman, MPs
predicted yesterday.
A Lance-corporal killed in an IRA bomb attack on a lookout post in Co
Armargh at the weekend was the first soldier to be murdered by
terrorists in Northern Ireland this year.
