historian who now specialises in the 'History of Attachment', the historian alter
ego of shameful journalists like Ed Villiamy of the Guardian and other media
ghouls who have abandoned any pretense of objectivity in reporting. They
are all fully paid up members of what is called the 'Journalism Of Attachment', ie,
any lie or distortion is morally acceptable so long as it has the desired end -
to demonise the Serbs. Or any other person, people or nation they choose to target.
Nor should we forget the self-promoting activities of the parasitic ex-groupie,
Bianca Jagger, who is still dining out on the name of the aging rock star
who sensibly kicked her out of his life over twenty years ago. This unsavory
Nicaraguan, who feeds her vanity and lifestyle on every kind of human misery,
except Serbian, represents the equivalent politically correct 'Humanitarianism
Of Attachment'.
All three represent the unholy trinity of New World Order media evil.

In search of an honest Albanian
This book parodies rather than portrays a people, says Noel Malcolm
The Accursed Mountains: Journeys in Albania by Robert Carver

I AM NOT sure why it is that many people in this country find the whole
idea of Albania intrinsically funny. Something to do with having had a
king called Zog, perhaps - although, naturally enough, the name doesn't
sound particularly funny in Albanian (where it just means "bird"). Or
maybe the British sense of humour was titillated by the peculiar nature of
Enver Hoxha's Communist regime, which appeared, from a distance at least,
to have turned the country into a surreal, pocket-sized parody of a
Stalinist state. Here was a regime which maintained, at its only
international airport, a barber who gave obligatory haircuts to degenerate
long-haired foreign visitors. For those who actually lived there, on the
other hand, Albanian Stalinism was no joke. Many thousands were murdered;
nearly 10 per cent of the entire population was imprisoned or sent into
internal exile; cultural and in tellectual life was stunted, and religion
was forcibly abolished.
The British journalist and playwright Robert Carver visited Albania for
the first time in 1996, four years after the fall of the old Communist
regime. He spent 10 weeks travelling round the country, including a few
days trekking in the range known as "Bjeshket e Nemura", which translates
as "The Accursed Mountains". Hence the title of his book - a suitably grim
phrase, in fact, with which to sum up Carver's view of the whole country.
This is not, for the most part, a humorous work, though it does contain
some comic characterisations and a few good jokes. Nevertheless, a
certain parodic spirit hovers over the entire book. While many of Carver's
particular criticisms of modern Albanian society are shrewd and well made,
the overall picture he presents is so systematically negative, and so
dependent on hearsay and historical inaccuracies, as to constitute much
more a parody than a portrait. Robert Carver never seems to have got over
his initial shock at the poverty and general dereliction of the place. Not
only had 45 years of Communism pauperised the entire country; not only had
the monuments of that epoch - Chinese-built smokestack industries,
ramshackle concrete blocks of flats - already begun to crumble; but also
most state property had been ransacked in a wave of looting in 1991-2. (As
one looter said to me in Tirana at the time: "The state has stolen from us
for 45 years; now it's our turn to steal from the state.") Since then,
most of the old, big, uneconomic factories had closed down, and hundreds
of thousands of Albanians had left the country, looking for menial work in
Greece and Italy. Of those who remained many still had only a hazy notion
of how a Western economy worked; some naively thought that the rich
countries of Europe would just give Albania everything it needed.
Carver has some penetrating comments on this cargo-cult mentality, and on
the strained psychology of those who still believe in their hearts that
(as Hoxha told them) everything Albanian is best, while dreaming all day
long of Western consumer durables and emigration. But Carver has taken all
the negative psychological features he has found - laziness, ressentiment
towards the West, thieving from the state, an apparent tendency to
over-charge foreign writers in cafes - and has turned them into a heady
brew, a concentrate, which for him is the eternal essence of the Albanian
character. "Duplicity and trickery were the currency of everyday life ...

the last 50 years of Albanian history, he writes: "Whatever the
ostensible 'system', the real basis for all Albanian endeavour was deceit,
fraud and theft: a few pashas living on the backs of their slaving peons."
So Hoxha's dictatorship becomes just another symptom of an eternal
Albanian malaise. The fact that Stalinism may actually have played a large
part in creating the problems he describes - by destroying public values,
and eroding private bonds of trust - is thus obscured. Towards the end of
the book, however, Carver starts to develop an even stranger argument.
Hoxha, we are now told, was the one person who tried to root out the
primitive, tribal mentality of the Albanians and replace it with "hard
work, independence, honesty and fair dealing". He failed, of course, but
the mere fact that he had turned Albania into "the simulacrum of an
industrialised society" was "some sort of miracle". Evidence to refute
this bizarre argument is staring Carver in the face. Only a few pages
later he quotes a former inmate of Hoxha's gulag, who says: "All the
occupants in the camp were educated people, many with high qualifications
from the West. Hoxha and the Communists deliberately set out to
exterminate all the pre-war bourgeoisie" (just the people, in fact, to
help create a modern, non-tribal, industrialised society).
If Carver's historical analysis is as faulty as that, what about his
reportage? Having travelled in Albania before, during and after the time
he was there, I can only say that I experienced neither the non-stop
trickery and fraud, nor the constant fear of violence, and met many
intelligent, honest and hard-working Albanians - a category Mr Carver
seems unfortunately never to have encountered. I also met one of the
characters he describes, a British diplomat who took him out to lunch.
Carver turns him into a comic figure, re-naming him "Carruthers", having
him talk in "I say old chap" lingo, and making great fun of the fact that
while the man thought he was speaking fluent Albanian, Albanians could not
understand a word he was saying. When I met him (a few days before this
lunch, if I have calculated correctly) he spoke English quite normally,
and Albanian - in a long three-cornered conversation we had with an
Albanian - perfectly well. More importantly, the opinion he expressed
about the so-called "rigging" of the 1996 elections was quite different
from the one put into his mouth here by Robert Carver. I am left
wondering, therefore: if this playwright-author can so dramatise a lunch
with an Englishman, who, as Carver knew, might one day actually read this
book, how far can one trust his accounts of meetings with ordinary
Albanians?
Certainly one cannot trust his accuracy on simple points of detail. In
that election, the Democratic Party never claimed to have got 87 per cent
of the vote. The story of Enver Hoxha's personal lookalike is a fiction,
not a historical fact. It is not true that both Ataturk's parents were
Albanians, or that the "Skanderbeg" SS Division numbered 20,000 men, or
that the Zogists and Ballists (wartime resistance movements) never
attacked the Axis forces. Many of the Albanian words sprinkled on these
pages are mistranslated and / or misspelt - including place-names. This is
not a work to use as any sort of guide-book to Albania. But then, most
readers of this book will vow never to set foot in the country anyway, if
they believe even half of what Carver tells them.
Noel Malcolm's ' Kosovo: A Short History' was published earlier this year
by Macmillan.
Since the Serbian Nazis massacred twenty odd very young children at
Drenica in their sleep, the point of no return for the Kosovo Albanians
has been reached. They have to fight to the last man if it need be to
achieve their freedom. Professionally equipped serbian Nazi killers have
unleashed all modern weaponry on these village dwellers, killed their
cattle and stolen their possessions, murdered their children and
destroyed their crops.
The world stands still, some say because the predominant majority of
Albanians are Moslems, and Christians will not fight to save Christians.
Others say that Milosevic, who is an ardent Marxist is a pet of the
Russian bear, and in order to please the Russian, the world is
sacrificing the children of Kosovo.
Whatever the reason for the inaction of the world is. I am certain that
Albanians who have defeated far stronger Nazis during the WWII, and
became the first free country in Europe, will once again the strength,
bavery and stamina of the Great Eagles of the mountain and defeat the
Nazi Serbs, and set free both Kosmet and Kosovo once again!

Wonder not, Kiril. The print and television mass news media is the most
unprincipled and criminally irresponsible profession to pollute the earth.
It's pretty much always been so. While there are honest and outstanding
men and women struggling to inform and not poison public opinion, they
are either denied work or are pitifully thin on the ground. One only has to
think of such media perverts as Roy Gutman and Amanpour in the US
and dishonest, self promoting hypocrites like Ed Villiamy and the `saintly'
Maggie O'Kane in the UK.

The sad and inevitable result, I suppose, of Kos-Met Shiptars
abandoning the excellent education and civilising values which Serbs
and all the rest of the Yugoslav generously offered to a disloyal, terrorist
minority.
As we see above, with Shiptars of this type educating themselves, the result
has been no hope, no intellect, no values, the language of the brothel
and a cargo cult mentality.
My advice is to get an education before you sink back into the polygamised

SREBRENICA MARK 2 SHIPTAR MANIPULATION COMES
UNSTUCK.
Thus in Serbia the Belgrade secret services, whose job includes raising a
war chest for the Bosnian conflict, use their own international networks and
some Yugoslav firms to channel drugs to the European and Balkan markets and
to launder the proceeds. The war has created a boom in drug consumption in
the region. The head of the Belgrade drug treatment institute, Dr Milutin
Nanedovic, estimates that 30,000 people are hooked on heroin in Serbia. He
adds that almost all schoolchildren in the capital use cannabis. As in
Macedonia and Croatia, drugs are peddled outside the international hotels –
the Moscow and the Prague in Belgrade – but people are more worried that
dealers have set up shop near every school. Local drug production has been
observed in the south of Voivodina province (cannabis) and in southeast
Serbia (cannabis and some fields of opium poppies). Over the last few years,
the Yugoslav police discovered cannabis plantations in the most unexpected
places such as public parks, farms in the suburbs of Belgrade, private
gardens in city centers, residential areas, university campuses, etc.
Therefore, it seems that whatever the law may establish marijuana use in
Yugoslavia, as in neighboring Bulgaria, is edging toward the model
prevailing in the Netherlands.
But the bulk of the drug trade is handled by three state organizations: the
SID (the foreign ministry information and documentation service); the SDB
(the interior ministry secret police); and the KOS (the defense ministry
counter-espionnage service). The traffic, along with currency
counterfeiting, is organized through two prominent figures: Zeljko
Raznatovic, alias Arkan, and Asanin Darko, a heavy cocaine user who is now
in an Athens jail. Both were wanted by Interpol, Arkan for escaping from a
Belgian prison where he was serving a sentence for bank robbery, and Darko
for the Brussels slaying of an Albanian rival, Enver Hajin, formerly an
agent for the Albanian communist secret police, the Sigurimi.
In Serbia they were never troubled by the authorities. On the contrary, in
Belgrade they have sometimes been portrayed as national heroes. Arkan and
his men often hit the headlines during the war, especially in the early
stages, because of their brutality and their ethnic cleansing excesses in
eastern Slavonia and central Bosnia. In 1994 and 1995, Arkan terrorized the
people of Kosovo at the head of his "Scorpions", militia fighters dressed in
"Mad Max" style. Another longtime drug traffic organizer was Cedomir
Mihailovic, a Belgrade "businessman" and SDB agent. After falling out with
the interior ministry, he is now a prosecution witness in proceedings at the
International Court of Justice at The Hague. Drug money almost always ends
up in Macedonia or Cyprus, which have long been used by Yugoslav communist
officials since the time when the country was a big arms exporter.
Paradoxically enough, Arkan himself is the co-owner, along with Croatian
officials, of a Nicosia-based offshore company. This former hit man for the
SIS (Croatian military counter-espionage) still holds a false passport
issued by the Zagreb authorities. The great Serb "cleanser" owns a
pork-butchering company in Croat-held Slavonia and shuttles in and out of
the country with no problems, maintaining close contact with his former
bosses. Part of the drug profits also finds its way into the secret bank
accounts of political parties and the state. It is used to buy arms, mainly
in Russia, and to finance Serb lobbies in the United States, Britain and
Austria. The Belgrade police protect these highly-placed traffickers,
whether they deal in drugs, cigarettes, alcohol or currencies. Making the
best of things, the policemen take their rake-off. In Belgrade then, as
elsewhere, the drugs business and politics are closely intertwined, so much
so that some military officers, politicians, war profiteers, embargo-busters
and businessmen have been killed for trying to break free and cut their
links to the Serb secret services. Miograd Niksic, alias Miska, who bartered
heroin for diamonds in Bangkok, was gunned down in Belgrade. The same
punishment was meted out to Dragan Tepcevic, who handled drugs and arms
shipments for the Serb Republic of Bosnia, and to Goran Vukovic, who was
murdered in Germany by Ljubo Zemunac, a Yugoslav mafia boss. These links
between politics and drug trafficking are also in evidence on the other
side, among the Albanians in Kosovo. Several of Arkan's "political" victims
in the province were in fact rival dealers who got in the way of his
commercial activities. But in the Albanian community the role of the secret
services is played by the clans, or fares, that specialize in transporting
drugs to Europe and selling them there. In Montenegro the situation is
somewhat different. As in Albania, it is mainly Italian organized crime that
has a stranglehold on the drug traffic. The Sacra Corona Unita and the
Camorra have invested in real estate and tourist complexes and taken over
the export of Balkan and Turkish heroin through Bari and smaller Adriatic
ports. Drugs are transported in shipments of smuggled cigarettes. Arms,
cocaine and synthetic drugs are still reaching the former Yugoslavia from
Italy, through Montenegro.
At the Montenegrin end three groups control operations: the Podgorica clan,
the Niksic clan and the clan running the military port of Kotor. As in
Serbia, many highly placed defense and interior ministry officials make
crime report headlines in the local press, but no legal action is taken
against them. The war in the former Yugoslavia has thus produced its share
of spin-off effects: all the belligerents have experienced the benefits of
the informal economy, financed their arms purchases with drug money, set up
new organized crime structures and established contacts with their
counterparts in the rest of Europe.
The end of hostilities in Bosnia, the lifting of the embargo against Serbia
and the reopening of the Belgrade-Zagreb highway handed fresh opportunities
to this new generation of traffickers. They have the advantage of being
battle-hardened, headed by politicians and backed up by well-run legal
business operations. What is more, they are continuing to collaborate with
each other, even when they belong to enemy camps, as they did throughout the
war. In short, they can rely on all the resources normally available to a
state's secret services.
Independently from these "new networks", the now classical
Istanbul-Sofia-Belgrade route in the hands of the Turkish "babas", has
started functioning again. But it appears that this older route is always
shadowed by a new one, which was created during the three-year embargo and
dealt in merchandise as varied as basic goods, oil and heroin. The new route
links Bulgaria to Montenegro via Macedonia, the Serbian province of Kosovo,
and/or Albania. Both these routes can lead into Slovenia which, with its
"lax" drug laws, has become a must for land routes targeting Italy and
Austria, as well as a significant consumer market for illicit drugs. Thus,
several TIR trucks were caught transporting hundreds of kilograms of heroin
destined for the Slovenian market at the Gradina border post between
Yugoslavia and Bulgaria in 1996. Seizures by the Bulgarian and Serbian
customs services at Gradina totalled close to 700 kg of heroin in 1996.
While large amounts of heroin are seized by Yugoslav customs on their
country's southern border – on average 180 kg –, seizures by them or their
foreign counterparts on the northern Yugoslav border involve smaller
amounts – an average of 20 kg – but are more numerous. Therefore, it seems
that the New Yugoslavia has become a significant transhipment point, with
traffickers using a strategy of transferring drugs from TIR trucks to
private car or tourist buses. Smaller heroin shipments are distributed among
a larger number of vehicles which first have to cross Slovenia and Hungary
before reaching their final destination, the countries of the Schengen area.

the Kosova massacre story from today's Bosnet:
SERBIAN POLICE DENY MASS GRAVE REPORT...
Colonel Bozidar Filic of the Serbian paramilitary police
denied Austrian, German, and Swedish press reports that a mass
grave of civilians exists in Rahovec (see "RFE/RL Newsline," 5
August 1998). Speaking in that town on 5 August, he called the
accounts "a pure lie and disinformation." He added that "this is
not a mass grave. These are the bodies of terrorists, properly buried
in accordance with the law in a Muslim cemetery. These are
terrorists, not civilians and not women and children." The
semi-official Media Center in Prishtina took a group of
journalists to visit graves in Rahovec. The reporters counted about
33 small, marked graves next to a rubbish dump. Nearby stood a small
bulldozer that local people said had been used to dig and
cover the graves. EU observers led by Austria's Walter
Ebenberger visited the same site and said that they could not confirm
the reports of mass graves. PM
...WHILE JOURNALISTS STICK TO STORY
The Vienna daily "Die Presse," whose Erich Rathfelder
was one of the journalists to break the story of the mass graves,
wrote on 6 August that it is unclear whether the EU observers or the
journalists taken to Rahovec by the Media Center saw the
same site as Rathfelder and his Swedish colleague. The daily
added that a number of local eyewitnesses gave Rathfelder similar
accounts about the number of bodies that the Serbs had ordered them
to bury in mass graves. The foreign editor of "Die Presse"
told Austrian Radio that it is imperative that an independent
team of international forensic experts receive unhindered access
to the Rahovec area before the bodies further decompose. PM

Big Mac, has stated that the RCP/LM "unconditionally supports" the
Serbs against the West.
I really think you ought to get in touch with the RCP/LM - they've
been the staunchest Usenet defenders of old Slobo and "bouffant"
Karadzic for many years now, and I'm sure you'll get on well. They
might even publish something of yours in LM, and they have some pretty
good media contacts so you might even make it onto UK TV. You
certainly won't find any other supporters in these parts, so make the
most of what you've got.

Oh, come off it! The Irish suffered brutal colonial exploitation by the
British (and their own aristocracy, I should add) culminating in the
Potato Famine which killed millions and led to unimaginable suffering.
When they fought for independence from British colonialism they were
suppressed brutally by death squads who targeted Irish people
indiscriminately, whether they were Fenians or no. Don't go telling us
that anything like that's happened to the Serbs, it just won't wash.
PS: my mother's from Bray (just south of Dublin) and her maiden name is
Byrne, so being half-Irish I suppose I've got a half-right to talk about
Irish history.

IMPERIALISTS, SERBIA OUT OF KOSOVO!

Imperialist intervention in the Balkans escalated this spring and
summer. As the "Yugoslav" Serbian government widened its assault on
civilians in Kosovo, American diplomats tried to end the war on
imperialist terms. The U.S. threatened to resume the economic
sanctions against Serbia that originated during the Bosnian war;
NATO produced a one-day air-power show over Albania and Macedonia;
and the great powers debated sending NATO "peacekeepers" to replace
the Serbian army in Kosovo.
The fighting in Kosovo began in March, when the armed forces
of the Serbian regime killed 50 Albanians and drove the Albanian
population out of dozens of villages. Ethnic Albanians are 90
percent of the Kosovar population, but in 1989 Serbia's nationalist
president Slobodan Milosevic revoked the autonomous status of the
province, taking away language, cultural, social and political
rights. Milosevic whipped up Serb chauvinism against the Albanians,
and proceeded to use it to demonize all non-Serbs in what was then
Yugoslavia, derailing a united working-class fightback against
austerity attacks by the ruling class and the imperialist IMF.
Kosovars have been fighting Milosevic ever since, and the
Kosovo Liberation Army (KLA) first emerged in 1996 to fight for
independence and against Serbian oppression. Last year's unrest in
Albania gave the Kosovars access to quantities of modern weapons
from over the border.
The official pretext for Serbia's latest crackdown was the
KLA's attacks on the Serbian police and military. As a high-ranking
Serbian police officer said:
"Whenever we tried to enter the village, they shot at us. We
had to wipe them out, just like any police in the world
would do." (Chicago Sun-Times, March 9)
By mid-June several hundred Kosovars had been killed and
tens of thousands forced to flee, largely by the heavy artillery
assaults on villages near the Albanian border, aimed at depopulating
the area to block aid from abroad. International protests against
the Serbian attacks have spread; in Belgrade itself parents of Serb
soldiers have demanded the recall of troops from Kosovo; and the
parliament of Montenegro, Serbia's sole remaining partner in
rump-Yugoslavia, voted to withdraw its draftees from the Yugoslav
army in Kosovo.
SELF-DETERMINATION FOR KOSOVO!
As communists, we do not support the political programs of
nationalists of any kind, Serbian or Albanian, since they call for a
reformed capitalism in which workers are primarily exploited by
bosses of their own nation. But we defend the Kosovars against
national oppression and therefore support their military struggle to
oust the oppressors.
This means defending the Kosovars' right to
self-determination, the right to choose their own national status.
In this case it is abundantly clear that their choice is
independence from Serbia. We do not automatically advocate
independence for an oppressed national minority, but in this case
the repression is so severe that we not only defend their right to
choose independence, but advocate it as the only possible choice as
well.
Working people should have no illusions in the future of an
independent Kosovo. Nationalism offers no way out of economic
backwardness and isolation. Petty-bourgeois nationalist leaders have
already proved their capacity to betray the working class's
interests in the rest of ex-Yugoslavia. A proletarian revolutionary
strategy is needed throughout the region. The only real solution to
national oppression is the taking of state power by the working
class, creating a workers' state as part of a Balkan socialist
federation.
The fact that KLA forces have attacked Serbian civilians in
Kosovo, with the aim of driving Serbs out of the province, exposes
the couterrevolutionary nature of bourgeois nationalism. Proletarian
fighters would guarantee full rights to the Serbian Kosovars in an
independent Kosovo and would prevent attacks against non-combatant
Serbs.
THE ROLE OF IMPERIALISM
The imperialist nations, mainly the U.S., have made a lot of noise
about Serbia's actions in Kosovo, including their military display
in mid-June. As in Bosnia, NATO has intervened nominally on the side
of the oppressed--in order to leave power in the hands of the
oppressors. We oppose all the imperialist interventions whatever
side they pretend to be on. Sanctions hurt the working people of
Serbia, not Milosevic or the ruling capitalists he represents; a
NATO occupation will prevent, not permit, self-determination for the
Kosovars; and every new military act creates a precedent for the
imperialists to assert their "right" to intervene wherever they can
get away with it.
Despite the imperialists' expressions of sympathy for the
beleaguered Kosovars, they have all along firmly opposed
independence for Kosovo, calling only for a return to some sort of
autonomy as part of Serbia-ruled Yugoslavia. Every comment on this
subject by U.S. and other imperialist spokesmen makes this clear.
For example, NATO's official statement on Kosovo, issued on May 28:
"We support a political solution which provides an enhanced
status for Kosovo [and] preserves the territorial integrity
of the Federal Republic of Yugoslavia...."
Indeed, in late May, the "moderate," pro-Western Kosovar
leaders visited Washington so that the U.S. could present them as
the viable alternative to the KLA and legitimize the pacifist
solution. British Foreign Secretary Robin Cook repeated
imperialism's preference, denouncing the KLA for offering the
Kosovars "not liberty but a prolonging of their suffering." (London
Financial Times, June 13)
The imperialist's attitude confirms the LRP's analysis of
the struggles in the former Yugoslavia. We have consistently argued
that the goal of imperialism has been to set up a balance of power
in the region between two pro-imperialist oppressors: Milosevic's
Serbia and Franjo Tudjman's Croatia. Thus when Bosnia seceded from
Yugoslavia under conditions similar to Kosovo's, imperialism
nominally supported Bosnia in order to maintain the balance.
Secession facilitated a division of the spoils later on:
pro-Croatian forces now control much of western Bosnia and
pro-Serbian forces control much of eastern Bosnia.
Kosovo lies completely in the Serbian sphere of interest.
Moreover, it is in a region replete with ethnic and national
tensions: Albanians in Macedonia, Macedonians versus Greece,
conflicts within Albania. So secession and independence could ignite
further national struggles and undermine the fragile stability the
imperialists want, to better exploit the region. Hence the U.S.
government's opposition, while the European powers are hostile to
the flow of refugees the war in Kosovo threatens to send across
their borders.
Washington has already declared its intention to use the
U.S.-led United Nations "peacekeeping force" in Macedonia to keep
Macedonian and Albanian supporters of Kosovo from threatening
Milosevic's regional hegemony. With Serbia trying to cleanse the
Albanian border region, the KLA will have to try crossing into
Kosovo from Macedonia. As the New York Times reported on June 12,
the U.N.'s Macedonian mission "may have to be beefed up to prevent
Macedonia from becoming a staging area for the rebels." As in
Bosnia, imperialism's "even-handed" intervention against both sides
aims to stymie the struggle of the victims of oppression.
Why do Milosevic & Co. refuse any compromise over Kosovo,
despite imperialism's demands? One reason could be the immensely
profitable Trepca mining complex, which the New York Times called
"the most valuable piece of real estate in the Balkans" because of
its rich veins of lead, zinc, casmium, gold, and silver. The mine's
director told the Times:
"The war in Kosovo is about the mines, nothing else. This is
Serbia's Kuwait--the heart of Kosovo." (July 8)
SERBIA THE VICTIM?
Some on the left argue that imperialism's real aim is to break up
Yugoslavia; they therefore opposed Bosnian independence. (See
"Bosnia and Social-Imperialism," Proletarian Revolution #47.) Now
they say the same about Kosovo, joining the imperialists in their
desire to keep what is left of Yugoslavia together under Serbian
rule.
One such organization is the Workers World Party (WWP). The
April 9 "Workers World" reports speeches made at a pro-Serbian
broadcast on Pacifica radio in New York. The WWP endorsed the
comments of Barry Lituchy:
"Clearly it is part of the strategy of the Western powers to
break Kosovo away from Yugoslavia, as they have done with
other parts of Yugoslavia. ... What they are really talking
about is creating another economically and politically
non-viable mini-state out of Kosovo."
By attributing to the Western powers the opposite of their
actual line, Lituchy tries to take an anti-imperialist pose. In
fact, his arguments against independence are the same as those of
the imperialists themselves!
"The antagonisms between the peoples in Kosovo have been
largely manipulated from outside. Kosovo enjoyed autonomy
from 1945 to 1989 as part of the socialist federation. And I
think that it is the desire of the many peoples in
Yugoslavia--of the many non-Albanians, the Serbs, Gypsies,
Jews and other minorities that constitute Yugoslavia today--
that the Albanians should have full autonomy restored."
It may well be that many Yugoslavs support Kosovo's
autonomous rights--such internationalist sentiments are a boost to
the revolutionary working-class strategy. But their government does
not support autonomy, and it's the government that controls the
military and police exterminators. By hiding the Serbian
government's murderous policy behind the desires of "peoples," and
by endorsing autonomy as against independence, WWP offers backhanded
support to Milosevic's bloody trampling on _both_ autonomy and
independence.
On the same program, the WWP's Gary Wilson argued:
"The Serbs are not oppressors. The Serbs are historically an
oppressed people. They see the old oppressors, the old
colonizers coming back. ... The Serbian people are oppressed
people. The Albanian people are oppressed people. They are
both oppressed peoples and they have to work out their
problems between themselves without outside interference.
Justifying their line by calling the Serbs a "historically
oppressed people" is a canard. Jews in Europe were historically
oppressed, but that doesn't justify Israel's racist oppression of
the Palestinians. The Boers were dominated by British imperialism,
but that doesn't justify their racist domination of South Africa's
black majority. Genuine communists oppose all oppression in the here
and now, regardless of the oppressors' history.
Moreover, by citing the Serbs' alleged fear of the "old
oppressors ... coming back," Workers World echoes the anti-Albanian
racism of Milosevic. Serbia was for centuries ruled by the Ottoman
Turks, who were Muslims, as are the Kosovars today. Kosovo was the
site of Serbia's decisive defeat by Turkish forces in the 14th
century. Thus Milosevic and other Greater Serbian nationalists like
to paint the Kosovars as the reincarnation of heathen Turkish
oppressors. By defending Serbs against their "old colonizers,"
Workers World disguises nationalist racism as anti-imperialism.
THE KOSOVAR LEADERSHIP
There is a clear divide within the forces fighting for Kosovo's
independence. The "official" opposition, led by the intellectual
Ibrahim Rugova, preaches nonviolent resistance and pacifist protest.
It cravenly--and futilely--beseeches the Western imperialists to
break their alliance with Milosevic and support Kosovo.
Workers World tries to pull a sleight of hand, citing these
bourgeois nationalists' betrayals to claim that Kosovo's struggle
itself is unsupportable. Wilson says:
"I was reminded of the movie 'Wag the Dog' when I heard the
news reports. There were these demonstrations in Kosovo and
the speakers were talking in English, teh signs were in
English and the chants were in English. It was obviously
staged for the U.S. media."
In fact it was worse than this: the signs and chants of
Rugova's supporters promoted pro-imperialist slogans like "NATO
Where Are You?" These staged demonstrations by imperialist agents do
not necessarily represent public opinion, although it would be easy
to see why Kosovars might hope that a strong outside force would
rescue them from the government's vicious attacks on civilians. In
any case, Workers World's complaints are hypocritical, since the WWP
long supported not just the Palestinian and South African liberation
struggles--but in particular the bourgeois nationalist leaderships
of Yasser Arafat and Nelson Mandela, who regularly appealed for aid
from the U.S.
THE KOSOVO LIBERATION ARMY
Workers World constantly claims that the Kosovo Liberation Army is a
CIA-controlled operation. Here is the only "evidence" they have
produced to back up this accusation:
"New York Times Balkans Bureau Chief Chris Hedges has 'gone
on patrol' with the KLA. The New York Times does not have
and has never had a policy of assigning its bureau chiefs to
travel with anti-imperialist liberation fighters anywhere.
Only U.S.-backed--often CIA-created--armies get this kind of
propaganda boost." (Workers World, March 19)
And it's not even true. A Times reporter visited Fidel
Castro's guerillas in the Cuban jungle in 1958, and reported
favorably on them. Castro indeed had some support in the U.S. ruling
class, since Cuban dictator Batista's rule was becoming increasingly
unviable. But Castro was hardly "U.S.-backed" or "CIA-created." His
struggle had popular support--as does the KLA today.
We can't rule out that the CIA has a hand in funneling money
to the KLA. But that still would not mean the guerillas are run by
the U.S. Just days before Serbia's murderous crackdown on Kosovo, a
U.S. spokesman labeled the KLA "terrorist"--not the State
Department's normal description of a friendly group. The WWP echoes
the U.S.'s "terrorism" charge. And since the U.S. opposes the KLA's
program of independence, while the WWP backs the U.S.'s program of
autonomy, just who is in whose camp?
In a May 7 article, Workers World goes on to state that the
KLA is composed of "foreign mercenaries" who are "invading
Yugoslavia." Of course, it is true that many Albanians in
neighboring Macedonia and Albania strongly support the KLA's cause,
and are coming to its aid with money, weapons, and manpower. Kosovar
youth living elsewhere in Europe are joining the KLA. But that is no
problem for internationalists in the Kosovars' cause is just. No
communist opposed the International Brigades that came to fight
Franco in the Spanish Civil War on the grounds that they were
"foreign mercenaries invading Spain." The WWP's logic only works if
Kosovars have no national rights in Kosovo--including the right to
autonomy that the WWP purportedly supports.
SERBIA SOCIALIST?
The truth behind the WWP's line is that it imagines that Serbia, as
opposed to all the other countries descending from the Yugoslav
break-up, is "socialist." The WWP likewise defended the Soviet
Army's occupation of Hungary and its suppression of workers'
councils in 1956, the Soviet invasion of Czechoslovakia in 1968, the
Polish Stalinists' martial law outlawing the workers' movement
Solidarnosc in 1981, and the Chinese rulers' bloody crackdown on
workers and students in Beijing in 1989. For WWP, "socialism" is
embodied in Stalinist rule, not the working class. No wonder they
have to twist and turn to justify their support for Serbia today.
This "socialist" analysis is destroyed by the fact that
Milosevic has been the main force in Yugoslavia and Serbia for
privatization of the means of production. He and the bourgeois
clique backing him plan to sell the 75 largest firms in Serbia,
including Kosove. According to Rugova, "the Serbian regime has put
on sale the major economic facilities of Kosovo, like Trepca, the
Electric Company, Feronikl, etc., which is just a form of economic
pressure of Kosovo and its citizens." (Green Left Weekly
[Australia], June 24.)
Rugova appeals to the United Nations to halt the sell-off,
showing further illusions in imperialism's good intentions. But
Workers World says not a word about this or other evidence of
Serbia's exploitation of Kosovo. It stands squarely on the side of
the bourgeois nationalist exploiters, as well as for the imperialist
plans for Kosovo. A more contemptible pretender to communism is hard
to imagine.

Let me tell you about the Serbian piece of shit "Boris Pribich"! He was
born in 1940 in the town of Okucani (near Nova Gradiska). His education
was funded by the Serbo communists. He was a card carrying member of the
communist party and was seen many times cohorting with officials of the
Yugoslav secret police. His is a piece of trash.
The ironic twist is that Boris' parents were saved by a Croatian family
in WWII (they were hidden in their cellar).
Since the war in Croatia he has lost everything in his former home town.
This is the source of his malaise. If he returns he will be hanged.
He has been on many other forums over the last year posting pictures.
The amazing thing is, he's using many pictures that depict Croatian and
Muslim victims. His sources have just changed the names!

But the bulk of the drug trade is handled by three state organizations:
the
SID (the foreign ministry information and documentation service); the
SDB
(the interior ministry secret police); and the KOS (the defense ministry
counter-espionnage service). The traffic, along with currency
counterfeiting, is organized through two prominent figures: Zeljko
Raznatovic, alias Arkan, and Asanin Darko, a heavy cocaine user who is
now
in an Athens jail. Both were wanted by Interpol, Arkan for escaping from
a
Belgian prison where he was serving a sentence for bank robbery, and
Darko
for the Brussels slaying of an Albanian rival, Enver Hajin, formerly an
agent for the Albanian communist secret police, the Sigurimi.
In Serbia they were never troubled by the authorities. On the contrary,
in
Belgrade they have sometimes been portrayed as national heroes. Arkan
and
his men often hit the headlines during the war, especially in the early
stages, because of their brutality and their ethnic cleansing excesses
in
eastern Slavonia and central Bosnia. In 1994 and 1995, Arkan terrorized
the
people of Kosovo at the head of his "Scorpions", militia fighters
dressed in
"Mad Max" style. Another longtime drug traffic organizer was Cedomir
Mihailovic, a Belgrade "businessman" and SDB agent. After falling out
with
the interior ministry, he is now a prosecution witness in proceedings at
the
International Court of Justice at The Hague. Drug money almost always
ends
up in Macedonia or Cyprus, which have long been used by Yugoslav
communist
officials since the time when the country was a big arms exporter.
Paradoxically enough, Arkan himself is the co-owner, along with Croatian
officials, of a Nicosia-based offshore company. This former hit man for
the
SIS (Croatian military counter-espionage) still holds a false passport
issued by the Zagreb authorities. The great Serb "cleanser" owns a
pork-butchering company in Croat-held Slavonia and shuttles in and out
of
the country with no problems, maintaining close contact with his former
bosses. Part of the drug profits also finds its way into the secret bank
accounts of political parties and the state. It is used to buy arms,
mainly
in Russia, and to finance Serb lobbies in the United States, Britain and
Austria. The Belgrade police protect these highly-placed traffickers,
whether they deal in drugs, cigarettes, alcohol or currencies. Making
the
best of things, the policemen take their rake-off. In Belgrade then, as
elsewhere, the drugs business and politics are closely intertwined, so
much
so that some military officers, politicians, war profiteers,
embargo-busters
and businessmen have been killed for trying to break free and cut their
links to the Serb secret services. Miograd Niksic, alias Miska, who
bartered
heroin for diamonds in Bangkok, was gunned down in Belgrade. The same
punishment was meted out to Dragan Tepcevic, who handled drugs and arms
shipments for the Serb Republic of Bosnia, and to Goran Vukovic, who was
murdered in Germany by Ljubo Zemunac, a Yugoslav mafia boss. These links
between politics and drug trafficking are also in evidence on the other
side, among the Albanians in Kosovo. Several of Arkan's "political"
victims
in the province were in fact rival dealers who got in the way of his
commercial activities. But in the Albanian community the role of the
secret
services is played by the clans, or fares, that specialize in
transporting
drugs to Europe and selling them there. In Montenegro the situation is
somewhat different. As in Albania, it is mainly Italian organized crime
that
has a stranglehold on the drug traffic. The Sacra Corona Unita and the
Camorra have invested in real estate and tourist complexes and taken
over
the export of Balkan and Turkish heroin through Bari and smaller
Adriatic
ports. Drugs are transported in shipments of smuggled cigarettes. Arms,
cocaine and synthetic drugs are still reaching the former Yugoslavia
from
Italy, through Montenegro.
At the Montenegrin end three groups control operations: the Podgorica
clan,
the Niksic clan and the clan running the military port of Kotor. As in
Serbia, many highly placed defense and interior ministry officials make
crime report headlines in the local press, but no legal action is taken
against them. The war in the former Yugoslavia has thus produced its
share
of spin-off effects: all the belligerents have experienced the benefits
of
the informal economy, financed their arms purchases with drug money, set
up
new organized crime structures and established contacts with their
counterparts in the rest of Europe.
The end of hostilities in Bosnia, the lifting of the embargo against
Serbia
and the reopening of the Belgrade-Zagreb highway handed fresh
opportunities
to this new generation of traffickers. They have the advantage of being
battle-hardened, headed by politicians and backed up by well-run legal
business operations. What is more, they are continuing to collaborate
with
each other, even when they belong to enemy camps, as they did throughout
the
war. In short, they can rely on all the resources normally available to
a
state's secret services.
Independently from these "new networks", the now classical
Istanbul-Sofia-Belgrade route in the hands of the Turkish "babas", has
started functioning again. But it appears that this older route is
always
shadowed by a new one, which was created during the three-year embargo
and
dealt in merchandise as varied as basic goods, oil and heroin. The new
route
links Bulgaria to Montenegro via Macedonia, the Serbian province of
Kosovo,
and/or Albania. Both these routes can lead into Slovenia which, with its
"lax" drug laws, has become a must for land routes targeting Italy and
Austria, as well as a significant consumer market for illicit drugs.
Thus,
several TIR trucks were caught transporting hundreds of kilograms of
heroin
destined for the Slovenian market at the Gradina border post between
Yugoslavia and Bulgaria in 1996. Seizures by the Bulgarian and Serbian
customs services at Gradina totalled close to 700 kg of heroin in 1996.
While large amounts of heroin are seized by Yugoslav customs on their
country's southern border – on average 180 kg –, seizures by them or
their
foreign counterparts on the northern Yugoslav border involve smaller
amounts – an average of 20 kg – but are more numerous. Therefore, it
seems
that the New Yugoslavia has become a significant transhipment point,
with
traffickers using a strategy of transferring drugs from TIR trucks to
private car or tourist buses. Smaller heroin shipments are distributed
among
a larger number of vehicles which first have to cross Slovenia and
Hungary
before reaching their final destination, the countries of the Schengen
area.

War crimes prosecutors say they want to indict those responsible for
crimes. That can include the architects of a crime, those who conspired to
commit the deed and those who gave the orders for it to be carried out.
Under the tribunal's mandate, failure to punish a war crime or to halt a
