Free Public Transport in Tallinn!

Free tram and bus travel in Tallinn for residents will be introduced
in 2013 after the idea was backed by 75% of voters in a referendum.
The mayor has said that this will make Tallinn a flagship of the Green
Movement in Europe. The operational subsidy required by the municipal
transport company will increase by an additional EUR 20 million per
annum.

In the meantime, a number of the ageing Skoda trolleybuses will be
replaced by buses, but new trams and a new tram route will be financed
by a carbon tax.

How is the electricity produced that the city uses? Oil shale?
(According to wikipedia 90% of Estonia's electricity is produced from
oil shale.)

Oil shale is extensively used, but it is Estonian policy to substitute
hydro-electric power wherever and whenever possible.
