Part - 1 : What are the Leading Human Rights groups and their
credibility?

AFP news dated Sat May 15,11:33 PM ET YANGON, (AFP) with the title of
"Myanmar's constitutional talks dismissed as a sham ahead of launch"
mentioned the statement of two human rights groups as follows;

"Without the participation of the NLD and the release of two key
political figures, it will be seen as a meaningless SPDC-dominated
process," leading rights group Forum-Asia said in a statement.

"The NLD decision confirms the inherent illegitimacy of the national
convention, which was conceived 14 years ago as an excuse for the
regime to ignore the election it lost," said pressure group
Altsean-Burma.

So let us see "What are the Leading Human Rights groups and their
credibility?"

U.S Takes Legal Action Against Plane Hijackers

Ye Thiha @ San Naing took part in the hijacking of a Myanmar domestic
airliner
carrying (85) passengers to Thailand together with Ye Tint. Ye Tint
(a) Than Soe was detained by U.S officials on July 25, 1997 in
Indiana. The Thai officials prosecuted both hijackers and they were
sentenced to serve prison terms. In 1992 under the amnesty granted on
the Thai Queen's birthday both were released.

After their release Ye Tint, Ye Thi Ha Ye Thiha @ San Naing and 8
enlisted members took part in planning a suicide bomb attack on Lt.
Gen. Khin Nyunt, Secretary 1 of the State Law and Order Restoration
Council. These terrorists in their search for explosives succeeded in
establishing contact with the Karen terrorist group, the KNU and from
them they obtained the TNT, detonators and fuses.

While they were making arrangements to enter Myanmar, the Thai Police
on the 23rd November 1993 apprehended Ye Thiha @ San Naing, Maung
Maung Lay, Mya Zaw and Than Htay together with the explosive
materials.

Moreover, incriminating documents consisting of plans drawn up for
the assassination plot were seized from Ye Thi Ha. However, false
evidence given by Ye Thi Ha that he alone was involved in the plot,
others were released and he alone was convicted and imprisoned.

Ye Thi Ha aka San Naing, is due to be released from Bangkhen Special
Prison, Ngam Wong Wan road, Bangkok on Friday the 27th of February,
sometime in the afternoon. We are urging as many people as possible
including human rights defenders, Burma supporters, and other
interested persons to send URGENT FAXES to UNHCR in both Geneva and
Bangkok concerning his case. Please find a copy of a letter from Asian
Forum on Human Rights and Development (FORUM-ASIA), based in Bangkok-
it may help you in writing your own urgent appeals for San Naing. We
feel that UNHCR should be taking a pro active role in achieving
protection fro San Naing, given the dangers he will face on Friday.
SLORC represetative last year threatened to pick him up outside of the
jail. The Thai authorities have given no indication of their plans for
San Naing even at this late stage. We are all very concerned about
what is going to happen on Friday.

RE: UNHCR Protection of Ye Thi Ha (aka) San Naing

We would like to take this opportunity to draw your urgent and
Immediate attention to the situation of Ye Thi Ha (aka) San Naing, who
is currently due to be released from Bangkhen Special Prison into an
uncertain future.

We believe that UNHCR has already had some manner of contact with San
Naing
over the past six months and is familiar with the particulars of his
case. We urge UNHCR to make an undertaking on behalf of San Naing, and
ensure that he is offered all manner of appropriate protection from
UNHCR as a Burmese refugee at risk of being returned to Burma, and as
a person at risk of further imprisonment at the hands of the Burmese
military for a long period of involvement in pro-democracy and
opposition politics.

Many human rights NGO's throughout the region have cause for concern
over the safety of Mr. San Naing after his release from prison on
Friday the 27th February, 1998. Threats from the Burmese 'government'
(refer to SLORC Sect-1, Lt Gen. Khin Nyunt's Special News Briefing in
the New Light of Myanmar on the 27/6/97) and a variety of conflicting
statements from relevant Thai government agencies over the future of
Mr. San Naing (see attached documents) have given us great cause for
concern.

We would like to highlight two points in your consideration of our
request.

Firstly, Mr. San Naing has renounced all previous actions that he has
made. Please refer to an attached document signed by San Naing on the
7th July 1995 in which he renounces his former actions. Secondly,
under the general principles of 'rule of law', San Naing has.

Now made all appropriate retribution for his actions and should no
longer be considered a criminal case from the date of his release.
From the date of his release he is a matter for immigration
authorities in Thailand, who additionally, has a very strong case for
UNHCR protection in the manner of many Burmese refugees who have fled
their home country during the course of recent Burmese history.

We look forward to speedy confirmation of receipt of this letter and
UNHCR's response. We also urge that a representative from UNHCR be
present during San Naing's release on the 27th February, 1998 at
Bangkhen prison and that UNHCR seek assurances from the Thai
government concerning San Naing's release and consequent safety.

Terroist Acts of Ye Thi Ha alias San Naing after releasing from Thai
Prison

LEADER of the Vigorous Burmese Student Warriors, Ye Thi Ha, alias San
Naing, is now wanted as he is believed to have masterminded both the
hostage situations at the Burmese Embassy in Bangkok last year (1 Oct
1999) and at the Ratchaburi Hospital recently (24 Jan 2000), a senior
intelligence source said. Orders have been issued to security
officials, both civilian and uniformed, to hunt for Ye Thi Ha,
believed to be in the country after being freed from jail in 1992, the
source said. "After investigating both cases, at the Burmese embassy
and at the Ratchaburi Hospital, we believed that Ha is behind both
incidents a he is a respected leader of the Vigorous Burmese Students
Warriors," the source said.

Press Conference in Yangon on July 26 , 2003 and terrorist act of Ye
Thiha (a) San Naing after released from Thai Prison

Interrogation of these two persons led to further information that San
Naing (a) Ye Thiha who was one of the hijackers of the Myanmar Airways
International passenger plane in October 1989, had in April 2003,
secretly entered the country disguising himself as a gay person,
together with another woman, and had proceeded to the home of his
parents in Thonze. There he had met and persuaded his nephew Zar Naing
Tun (a) Phyu Lay to participate in his plan for exploding bombs. Then
the two had visited Mandalay and Hsandaw Shin Kyaikhtiyo Pagoda with
two time bombs in the possession of San Naing (a) Ye Thiha which they
planned to detonate, one at the Mandalay International Airport and
another on the platform of Kyaihtiyo Pagoda respectively, but because
there was no opportunity, the two returned to Thonze without exploding
the bombs.

San Naing(a) Ye Thiha then gave Zar Naing Tun (a) Phyu Lay some basic
instructions on how to handle and explode bombs and gave him the two
time bombs and the ball-pen explosive, which have since been
confiscated. He also gave Zar Naing Tun (a) Phyu Lay Kyat 60,000 for
expenses. San Naing (a) Ye Thiha then instructed Zar Naing Tun (a)
Phyu Lay to plant the bombs at Bagan-Nyaung-U Airport, as the main
objective he said was to discourage tourists from visiting Myanmar.
Afterwards San Naing (a) Ye Thiha returned to Maesot in Thailand.

Later Zar Naing Tun (a) Phyu Lay recruited a friend Zaw Myo Htet (a)
Zaw Zaw to take part in the plot for exploding bombs with cash
incentives. These two, on receiving further instructions by phone from
San Naing (a) Ye Thiha, proceeded to Bagan-Nyaung-U on 18 May 2003.
They tried to plant the bombs at Bagan-Nyaung-U Airport but failed
from lack of opportunity. So, on 21 May they planted the time bomb on
the upper-most storey of the Bagan Museum. Government security forces
found the bomb in time and were able to defuse it.

Hey Bagyan,
Have you ever seen Ye Thiha? I am sure you gonna be surprised if you see
him. He is very nice, soft, calm and friendly. He is also very religious and
meditates everyday. You might wonder why he did this kind of action with
aforementioned characteristics. When I met him in a Thai prison, the same
question puzzled me, too. I think he can't help it but resort to some kind
of extreme action that he believes in helping bring about democracy in
Burma. However, what you should keep in mind is that he has never harmed
anyone even thought his actions seemed to be extreme. This is distinguiable
from your people who are pretending to be good guys but committing every
sins everyday in Burma.

Try to enlighten yourself.

Hello Bagyan!

It is true that some rights group represent Western governments'
propagandas. But it doesn't mean you can generalize all of them in
one category. You have to give credit and acknowledge their good
actions/intentions though you might not want to accept them.
