2. Improvement of socio-economic life and
strengthening of national unity depend on road,
transport development New Magway Airport opened

YANGON, 6 June - Secretary-1 of the State Peace and Development
Council General Khin Nyunt together with Member of the State Peace and
Development Council Lt-Gen Ye Myint, ministers, the Chairman of the
Civil Service Selection and Training Board, Chief of Staff (Navy),
deputy ministers, officials of the State Peace and Development Council
Office, departmental heads and officials left here for Magway Airport
and arrived there at 7.50 am this morning.

Secretary-1 General Khin Nyunt and party were welcomed there by
Chairman of the Mandalay Division Peace and Development Council
Commander of Central Command Maj-Gen Ye Myint, Chairman of the Magway
Division Peace and Development Council Col Zaw Min, military and
civilian officers and social organizations.

Then, General Khin Nyunt delivered an address at the opening ceremony
of Magway Airport held by Ministry of Transport at the pandal of New
Magway Airport at 8 am.

It was also attended by Member of the State Peace and Development
Council Lt-Gen Ye Myint, ministers, the chairman of the Civil Service
Selection and Training Board, the Chief of Staff (Navy), deputy
ministers, the Mandalay Mayor, Chairman of the Magway Division Peace
and Development Council Col Zaw Min, officials of the State Peace and
Development Council Office, departmental heads, the director-general
of the Civil Aviation Department and officials, members of Division,
District and Township Peace and Development Councils, departmental
officials and social organizations, board of directors of the Asia
World Co Ltd and officials, teachers and students, band troupe,
pom-pom troupe and local authorities.

First, Secretary-1 General Khin Nyunt made an address on the occasion.
He said the government is implementing one project after another for
development of the region where Magway, which can be said the capital
of the midland, lies. Emergence of the new Magway Airport has helped
accelerate the momentum of development the Magway region has achieved
so far. The State Peace and Development Council has been striving in
all sectors for the nation to stand shoulder to shoulder with other
nations in terms of development. In doing so, it has been implementing
regional development projects covering the whole nation. The aims of
the regional development projects are to ensure proportionate progress
in all the regions of the Union and harmonious progress in all the
fields of the individual regions and to further raise the economic and
social standard of the people. Better transport plays a key role in
developing a region or a nation, which in turn, contributes to
improvement of the living standard of the local people.

Moreover, development in the transport between the regions of the
Union will enhance mutual economic and social relations and mutual
reliance between the people that may lead to strengthening the spirit
of national solidarity and Union Spirit. Improvement of the
socio-economic life of the people and strengthening of the national
unity depend on road and transport development. Thus, the government
has placed the road and transport development task in the fore. It is
also giving priority to development of the civil aviation sector which
is an important part of the transport network. The government has
accelerated the speed in building new airports, upgrading and
extending runways and related buildings, and equipping the airports
with world-class flight control and flight schedule systems. There are
now 25 commercial airfields, up from 21 in 1988. In the past only six
airports could handle Fokker F-28s, but now the number has reached 16.
Works are under way to upgrade more airports to handle the Fokker
F-28s. Seven new airports are under construction. The opening of
Mandalay International Airport is one of the most significant
developments in the aviation sector of the present government. The
runway of the airport is the longest in Southeast Asia. As it is
equipped with advanced lifts, escalators, boarding bridges, electronic
devices to facilitate airport services and security services, and
flight control system, it has all the characteristics of a world-class
international airport. The nation now has two international airports
serving as gateways to the nation. Thus, the airports are contributing
to development of the tourist industry.

The new Magway Airport was built for the Magway Division, which is
also called the midland region, to achieve progress like other states
and divisions in the air transport sector.

The government has been fulfilling the requirements and building
infrastructures region-wise for harmonious development of all parts of
the Union. Hence, it has been also implementing a large number of
projects for progress of Magway Division. As the Ayeyawady River
divides the division into two parts, the west bank lagged behind in
development when compared with the east bank. In this regard, the
government has built 10 bridges including Ayeyawady River (Anawrahta)
Bridge and Ayeyawady River (Magway) Bridge in its drive to develop the
transport network of Magway Division. The bridges have served as
direct links between the east and west banks and also helped promote
bilateral trade with border areas including Chin State. In addition to
private industries of Yenangyaung Industrial Zone and Pakkoku
Industrial Zone, mills and factories of the Government were
established in Magway Division. Thus, prospects for economic
development in Magway Division were bright and job opportunities for
local people could be created.

Furthermore, Magway University of Commiunity Health and Magway
Institute of Medicines have been established, thus contributing to
human resources development. Now a new teaching hospital is being
built in the division. Progress has been made since the government
built the basic infrastructures and social requirements with added
momentum at a time when peace and tranquillity prevail in the nation.
Development work will no doubt slow down in the absence of peace and
tranquillity. The recent course of confrontation taken by NLD led to
creating untoward incidents, causing a great loss to the State.
Corrupt practices and organizational works of NLD instigated by
foreign nations will not benefit the country. But the Government will
make continued efforts in the interest of the State and the people.

The arid zone greening project being implemented by the Government
under the guidance of Head of State Senior General Than Shwe creates
favourable weather conditions in plain regions including Magway
Division and further contributes to development of economic, health
and social sectors in the regions. At a time when progress is being
made in Magway Division, the first phase of Magway Airport Project has
been completed in a short period in accord with the guidance of Head
of State Senior General Than Shwe calling for construction of Magway
Airport that could create better transport in the division with added
momentum, and the airport could be opened today. With the emergence of
the new airport, the local people will enjoy the fruitful results of
development in trade, economy and transport as well as social
advancement. At the same time, the already developed socio-economic
sector could be boosted significantly.

With a view to building a nation to be able to stand shoulder to
shoulder with the nations of the world and enabling the people to
enjoy the fruits of the national development, the Government has taken
systematic measures for regional development. The national people, on
their part, are to make efforts for socio-economic development in the
region with the effective use of development infrastructures realizing
the goodwill of the Government. Meanwhile, steps are to be taken for
ensuring development in the entire Union.

The new airport will contribute to narrowing the development gap
between rural and urban areas as the people from both rural and urban
regions could enjoy better transport with the emergence of the
airport. The government spent over K 6,761 million on the project and
another large amount of sums are to be used at the extended facilities
of the project. But it can be said that the utilization of huge sums
is deserved since the people will have to enjoy the fruits of the
project, he stressed. He said that he would like to express thanks to
Asia World Co Ltd which works in cooperation with the government for
ensuring the emergence of the new modern runway in a short period of
time. In conclusion, the Secretary-1 called on departmental officials,
local authorities and local people to make efforts for safeguarding
the new airport for its durability as well as for regional development
with the effective use of the facilities.

Then, Minister for Transport Maj-Gen Hla Myint Swe made a speech. He
said that smooth transport is necessary for the development of a
nation or a region. In the time of the State Peace and Development
Council, he added, in an attempt to ensure smooth transport, the
government has been constructing union highways, river-crossing
bridges, jetties and dockyards and at the same time it has been taking
measures in all spheres for safe air transport sector. The old runway
of Magway Airport was only 4,800 feet in length and 100 feet in width,
but the runway could not be extended because there is a motor road
near the southern part of the runway and there are also ravines at the
northern end of the runway. In line with the guidance of the Head of
State, arrangements were made for construction of a new 12,000 feet
long and 200 feet wide concrete runway in the west of Hsataingkan
Village in the east of Magway. As for the first phase, Magway runway
has been built up to 8,500 feet in length, 100 feet in width and 22
inches in thickness, that jets weighing over 360,000 pounds can land
on it. Furthermore, a 180 feet long and 60 feet wide one-storey modern
concrete reinforced airport lounge, has been constructed. Altogether
250 arrivals and 250 departing passengers can use the building at the
same time and it is made up of an arrival lounge, a departure lounge,
a VIP lounge, offices of airways, a restaurant and a souvenir shop and
so on and so forth. After Myanmar has practised the market-oriented
economic system, the number of tourists, entrepreneurs and those
interested in Myanmar's natural beauties and traditions of national
races and making investments in Myanmar is gradually increasing day by
day. For economic development of the nation, with various ways and
means, the government has been taking measures for construction,
extension and upgrading of airfields.

He continued to say that plans are under way for construction of
Pakokku airfield with 10,000 feet in length and 200 feet in width and
Kyaukhtu airfield with 11,000 feet in length and 200 feet in width, in
addition to Magway Airport in Magway. In the first phase, the runway
is under construction to be an 8,500 feet long and 100 feet wide
concrete one. In conclusion, he called on respective departments and
local people to collectively maintain Magway Airport constructed at a
cost of huge sum of money for durability and greening and beautifying
the airport.

Then, Commander Maj-Gen Ye Myint made an address. He said that the
State Peace and Development Council had laid down the twelve
objectives and had been striving energetically in all sectors for the
emergence of Myanmar as a peaceful, modern and developed nation. To
realize the noble aims of keeping abreast of world's nations,
strengthening the national economic life and promoting the living
standards of the people, it had been carrying out, hand in hand with
the people, the development tasks all over the country. In so doing,
the State had implemented 25 dam and reservoir projects and 11 river
water pumping projects for the agriculture sector in Magway Division
after 1988. Another ten dam and reservoir projects and three river
water pumping projects were also under implementation. As a result,
203,035 acres of land could be irrigated, and in 2002-2003, 637,242
acres of summer and monsoon paddy, which covered 73.27 per cent of
local rice sufficiency, could be cultivated in the division.
Arrangements had also been made to meet 83.21 per cent of local rice
sufficiency in the division in 2004, he said. For the development of
the industrial sector, Yenangyoung and Pakokku industrial zones had
been established. Arrangements for production of import substitute
items had been made in the industrial zones.

As regards education sector, a total of 14 universities and colleges
including an institute of medicine, a university of community health,
an arts and science university, a computer college, a technological
college and an education college had been opened in Magway, enabling
the local students to pursue the advanced education in the division.

A total of 25 division and township level hospitals, 36 station
hospitals, four regional health centres, six school health care
centres, 28 maternal and child health centres, 119 rural health
centres, 604 branch rural health centres and a traditional medicine
hospitals and 16 traditional medicine clinics had been opened in the
division and health care services were provided to the local people.
In the transport sector, to narrow the development gap due to the
difficult transport, essential infrastructures such as highways, major
bridges, railroads and airports had been constructed all over the
country. In Magway Division, 470 miles of tarred roads, 334 miles of
railroads and river crossing bridges such as Ayeyawady River Bridge
(Magway), Anawrahta Bridge and Hsinbyushin Bridge and 10 other bridges
of above 200 feet had been opened.

These transport infrastructures were now contributing towards regional
development. Moreover, under the guidance of the Head of State, a new
airport with 8,500 feet x100 feet x 22 inches concrete runway could be
opened now. The airport would become a pride of the division like
Ayeyawady River Bridge (Magway) and the division would further
develop, he said. In conclusion, the commander urged the local people
to make concerted efforts for economic, social and regional
development to repay the gratitude and goodwill of the State and to
effectively use and maintain the airport for its durability.

Afterwards, on behalf of the local people, U Nyunt Win of Aung Myitta
Ward, Magway, thanked the State Peace and Development Council
Government for the construction of the airport. Then, Minister Maj-Gen
Hla Myint Swe presented a commemorative gift of the opening ceremony

5. World Environment Day-2003 observed at MICT Park

Forest plantations, protection and rehabilitation of natural
forests, promotion of fuelwood substitutes, development of water
resources being carried out in three divisions

YANGON, 6 June - The World Environment Day-2003, organized by the
National Commission for Environmental Affairs, was observed in
conjunction with the prize presentation for the poster, painting and
cartoon competitions to mark the World Environment Day at MICT Park in
Hline Township at 9 am today.

First, Chairman of the National Commission for Environmental Affairs
Minister for Foreign Affairs U Win Aung delivered an address. He said:

Human beings are the most intelligent inhabitants of the Earth who can
make good use of the Earth's resources to fulfil their needs. But,
human needs are insatiable. Mankind in their endless quests and
endeavours for meeting their ever-growing needs, have done great
damage to the environment. As many of you are aware, the world has
been facing serious environmental problems in the past fifty years due
to human actions. Overwhelmed with greed, mankind have overexploited
nature and have upset the Earth's ecological balance.

Ranging from indoor air pollution to atmospheric pollution; from
deforestation to species extinction; and from global warming to
climate change;- the environmental problems have disrupted the proper
functioning of the ecosystems. Unless human beings change their
behaviour and their unsustainable lifestyles, the future of our planet
is indeed very bleak.

Public understanding about the environmental issues is therefore very
crucial. It is necessary for every person to realize that man and
nature are interdependent and that the deterioration of one, would
lead to the deterioration of the other. Caring for the environment
should thus become an ingrained habit of everyone. In this respect,
the World Environment Day celebration is an important activity to draw
public attention on environmental matters.

The theme chosen for this year is "Water: Two Billion People Are Dying
For It". The majority of these people live in the developing
countries. Their life is indeed hard and miserable. UN statistics have
indicated that there is a wide gap between the rich and the poor in
terms of water use. People in the industrialized countries use an
average of 400 to 500 litres of water each day while people in the
developing countries barely get 20 litres of water per person only
after walking for nearly a kilometre to fetch water.

Access to safe water supply and sanitation has become so acute that
the international community has now focused their development
assistance towards providing water, to meet the basic needs in the
developing countries. To highlight the need for immediate action for
water security, the United Nations has designated this year as the
International Year of Freshwater.

We are happy to note that the United Nations has also set targets; to
halve, by the year 2015, the proportion of people who have no access
to safe drinking water, and to halve also by the year 2015, proportion
of people without proper sanitation.

Myanmar has a large potential of freshwater resources. The four major
rivers-Ayeyawady, Chin-dwin, Sittoung and Thanlwin- and a large number
of minor rivers, streams, creeks, lakes and ponds, as well as
underground aquifers can provide adequate amount of water for human
use, irrigation and industries.

There is a need to properly tap, use and manage these freshwater
resources in order to sustain the supply of freshwater. Due partly to
climatic and geographical conditions, and partly to the lack of water
supply facilities, some areas in Myanmar still lack sufficient supply
of water. These areas include Magway, Mandalay and Sagaing Divisions
in central Myanmar. About 34 per cent of the total population live in
the regions and 80 per cent of the dry zone population live in rural
areas. Farm households in the area are constrained by low and
unreliable rainfall.

To address this situation, the government has been implementing the 10
years water supply project. In providing water, the first priority is
given to those villages where water is extremely scare, the second
priority to those villages where water supply is insufficient, third
to those villages lacking safe drinking water and fourth to those
villages where water is sufficient but needs action for ensuring
constant supply. Water supply works include underground water tapping
projects, irrigation works and river water pumping projects which are
being collectively carried out by all the ministries concerned. Water
is the basic need of the people, and it is also essential for
agriculture, and draught animals.

Therefore, providing sufficient water supply would enhance rural
development in these areas and would reduce poverty. It is heartening
to note that wellwishers are generously donating cash to the water
supply projects.

Special greening projects are also being carried out in the three
divisions.

The project activities include establishment of forest plantations,
protection and rehabilitation of natural forests, promotion of
fuelwood substitutes and development of water resources. Greening of
mountains are also being carried out so that, Taungtha, Popa, Tuyin
and Tantkyi mountains, Sagaing Minwon mountains, Kyaukkar Shwe Myintin
and Phowin mountains, have become lush and green. As trees conserve
soil and water, the ecological systems in these areas have also
improved.

In celebrating this year's World Environment Day, the National
Commission for Environmental Affairs has held painting, cartoon and
poster competitions. I'm very proud to say that Myanmar has won the
first prize in the painting competition (for age 10-16 years)
organized by the United Nations Environment Programme for Asia and the
Pacific Region.

Myanmar has also won the second prize for poster competition for 2003
ASEAN Environment Year. In commemorating the World Environment Day,
tree planting and clean-up activities are also carried out across the
country.

Myanmar National Working Committee for Women's Affairs has also been
organizing annual tree planting activities during the months of June
and July to commemorate the Myanmar Women's Day which falls on the 3rd
of July. The Women and Environment Conservation Subcommittee is also
conducting talks on environment conservation. All these indicate that
Myanmar people are aware of the environmental issues and have great
interest in protecting and conserving the environment.

Officiating Coordinator of UNDP Mr Najib Assiffi read out the message
sent by Secretary-General Mr Kofi A Annan and the message sent by
United Nations Environment Programme Executive Director Mr Klaus
Topfer.

Then, Minister for Foreign Affairs U Win Aung presented first, second
and third prizes to Maung Ye Aung Myat, Maung Kyaw Kyaw Aung and Maung
Ye Htut Aung respectively and five consolation prizes to the
respective winners in the open colour poster contest.

Attorney-General U Aye Maung also presented first and second prizes to

Soe of Institute of Education Practising School and the third prize to
a representative for winner Maung Zin Ko Ko of Ahlon BEHS No 4 in the

Zar Ni Aung of IEPS, a representative for Maung Zin Ko Ko of Ahlon

Also present were Minister for Forestry U Aung Phone, Auditor-General
Brig-Gen Tin Aye, deputy ministers, departmental heads, diplomats of
foreign missions, officials of social organizations, the president of
Myanmar Foreign Correspondents Club and guests.

After the ceremony, the ministers, the deputy ministers, diplomats and
guests viewed the posters to mark the World Environment Day and prize
winning works displayed at the hall of MICT Park.

Next, the ceremony to plant trees to mark the World Environment Day
was held in the compound of the MICT Park.
