IMPROVING SECURITY IN KOSOVO

Belgrade, Oct. 27 (Tanjug) - Serbia and Yugoslavia will do
everything to ensure peace and safety for all citizens in Kosovo and to
make sure that competent state bodies will intensify their activities in
apprehending criminals and terrorists, Yugoslav Deputy Prime Minister
Nikola Sainovic and Serbian Minister of Internal Affairs Zoran Sokolovic
said Saturday evening in Podujevo.

Sainovic and Sokolovic visited the Podujevo District in Kosovo
Saturday evening following the latest terrorist attack in Surkis village
Friday, in which police inspector Milos Nikolic and reserve police
officer Dragan Rakic were killed in an ambush.

Meeting Serb and Montenegrin citizens of Podujevo, Sainovic and
Sokolovic expressed conviction that now, after the conclusion of the
Dayton Agreement and the lifting of anti-Yugoslav sanctions, everything
would be done to resolve problems in a most efficient manner, especially
in Kosovo and Metohija where extremist groups and individuals are trying
to sow disturbance among the population and cause incidents of a larger
scale.

Serbs and Montenegrins from the District told Sainovic and
Sokolovic they felt concerned for their safety in the area which is most
affected by Albanian extremism and terrorism.

Do you think that the Kosovars might have been reacting to the
desecration of the mosque in Pec a week ago and the desecration of fifty
ALbanian graves?

This is horrible that it occurred. I suppose it should tell people that
if you force a 90% population into the schools of the minority 10% and
then sign an agreement to school them in their own language without
implementing such an agreement, then tensions might build up. THis does
not, of ocurse, excuse the crime and the perpetrator(s)should be punished
to the full extent of the law.

Like wise it is horrible that a police officil was killed. But, if you
subject Albanians to years of police "informative talks" (so-called),
beat then during these informative talks to the point where they must be
hospitalized, interrogate people in their own homes in fornt of their
famililies with violence, destroying furniture, and use the police to
turn people out of their homes to put others in the place of the original
inhabitants, then maybe, after several years of this, tensions might
build. This does not, of course, excuse the crime and the perpetrator(s)
should be punished to the full extent of the law.

REPORT No 321

ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY
THE SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM
SEPTEMBER 29 UNTIL OCTOBER 6, 1996

September 29th,

VUSHTRRI: On a summons of the police commander Lubisha Simiq today
reported for
"informative talks" Beqir and Hamdi Xhema, Shaban Sadiku, Emin Fejza
and Xhafer Parduzi. On
this occasion, all of them were interrogated, psychologically
ill-treated and threatened that "all of
their families will be killed".

September 30th,

PRIZREN: In the "Qamil Gurnjaku" primary school of the village of
Kushnin of Has, late in the
evening, unidentified persons broke the windows of the teacher's room
and of the principal's office,
demolished some parts of the inventory, destroyed some books of the
library, and left two letters
by which they threatened and brutally offended the teachers' staff.

ISTOG: The pupils and teachers of the "Ndre Mjeda" primary school of
the village of Rakosh, the
divided class in the village of Belanica, were obstructed to enter
their school premises by the
Serbian villagers of Belanica, claiming that this school belongs to
Serbs only. The Albanian pupils of
the village of Belanica had to walk 6 kilometers one way, in order to
follow the lessons in the village
of Rakosh.

ZHUR: Some policemen arrested for weapons at his house in the village
of Kobaj Mustafë Bislimaj,
teacher of Albanian at the "Naim Frashëri" primary school, brought him
to the police station of
Zhur, then to the security center of Prizren and brought him back
again to Zhur, where he was kept
handcuffed for 10 minutes for "informative discussions" and left with
an order to report again to the
security center of Prizren to the comander Denic.

SHTIMJE: For the three days, Asllan Gashi from the village of
Gllavica, was taken for weapons to
the local police station of Shtimje.

PRISHTINA: Around midnight, Bajram Bajrami (1947), teacher at the "Dr.
Ali Sokoli" Medical
High School of Prishtina, "Bregu i Diellit" quarter, 3-L10/12, was
disturbed by a phone-call from an
anonymous person telling him that the police summon him to report to
the security center on 1
October and to hand over a weapon. When he claimed that he does not
respond to a such informal
request, the phone was taken by another man called Jovanovic, who
threatened him that if he does
not report tomorrow, they will raid and demolished his flat.

October 1st,

ISTOG: Demë Loxhaj, chairman of the Independent Trade Union of
Forestry and Paper and
Wood Industry and chairman of the Council for Reconciliation of
vendetta in this region, was
summoned for "informative talks" about his political activities.

VITI: Izet Ahmeti, teacher, yesterday was summoned for weapons to the
court for petty offenses.
On his way, he was stopped by a policeman, brought to the security
center of Gjilan, interrogated
by the inspector Caslav, physically ill-treated with electro-shocks
and ordered to report again.
Today, Izet did not report to the police, but during the lessons, the
police arrested him and brought
him to the security center of Gjilan.

BUJANOVC: The district court of Bujanovc fined 17 witnesses with 50
dinars, for the reason that
they did not respond to the summonses to testify in the 3rd session of
the trial against Sevdail
Hyseni.

PRIZREN: The Serbian installed authorities confiscated 30 tons of
gasoline and 500 liters of
motor-oil from the "Breu" trading company. All the damage was done
without any explanation, and
no confirmation was given about the confiscation of this goods. The
damage is estimated at 33.000
DM. It is supposed that such damage was done also to some other
private gas-stations.

GJAKOVA: The Serbian compulsory directory of the "Isa Grezda" hospital
decided to close down
the hospital's urology department which offered care to 200.000
inhabitants, carried out 300
surgeries and more than 4.000 other medical treatments per year.

FERIZAJ: On 23, 24, 25, 26, 27, 30 September and 1 October, for
weapons was taken to the
police Vehbi Salihu (1942) from the village of Balaj, who on 30
September, with his son Ramiz
(1966) was physically ill-treated. On 26, 27, 30 September and 1
October, also Vehbi's brother
Shyqeri (1940) and his son Hetem (1965) were taken for weapons to the
police. Vehbi was left
with an order to report to the security center also on 2 October. On
30 September and 1 October,
Musa Emini, an LDK activist and chairman of the charity association
"Mother Theresa", was taken
for weapons to the police and left with an order to report again on
2nd October.

October 2nd,

PODUJEVA: Some policemen arrested for weapons Fatmir Tahiri, whom they
not only threatened
in different forms and psychologically ill-treated at the police
station, but whom they also brutally
physically ill-treated. Fatmir suffered a trauma, and large hematomas
are visible on his back, hands,
legs and face. About his injuries, he brought by a doctor's
certificate. Some policemen searched for
weapons at the house of Shaban Llushaku in Podujeva. They raided the
house and confiscated his
son's passport.

OBILIQ: Brothers Musa and Rexhep Berisha, and Sherif Krasniqi from
Breznica village, were
summoned for "informative talks". At the security center, Musa was
brutally physically ill-treated,
and both brothers were left with an order to report again the
following day.

FERIZAJ: To the security center of Ferizaj was taken for interrogation
Ibrahim Musliu, an LDK
activist in the village of Zaskok, who was interrogated about the
Albanian schooling and LDK's
political activities. Today, while a truck was loaded with flour
dedicated to poor families, in the
warehouse of the third sub- branch, some policemen entered, took the
warehouse's keys and the
driver Milazim Bajrami, brought him to the police station and after a
while released him with an
order to report again the next day.

KAçANIK: On 28 September, two policemen searched at their house for
brothers Mujë (1969)
and Isa Kovaçi from Sopanica village. As Isa was not at home, the
police left, but they came again
on 30 September, and left a summons to report to the security center
of Kaçanik, where they
asked them for a rifle. When they claimed that they do not have any
weapon, the police ordered
them to report again there together with their mother Fahrije. Today,
all of them reported to the
security center, and when they said that they do not have any weapon,
the police physically
ill-treated the brothers with a plastic truncheon on hands and legs,
in presence of their mother.

MALISHEVA: After an inspection of all private gas-stations, the
Serbian installed authorities
closed down by force two gas-stations in Malisheva and Bellanica.

October 3rd,

GJILAN: Mustafë Hajrullahu (1974), unemployed, from the village of
Zhegra (Gjilan), since 1992
found shelter as an asylum seeker in Germany, as he had received the
conscription to serve in the
Yugoslav army. On 14 September, the German police arrested him and
left him to Yugoslav
inspectors at Stuttgart airport. They took him to Belgrade together
with some other Albanians, from
where after psychological ill-treatments, he was flewn to Shkup
airport, and from there to Prishtina
airport. There, he was kept for several hours, interrogated,
physically ill-treated and ordered to
report on 16 September to the security center of Gjilan. On 16
September, he was ordered to
report again on 3 October. Today, he was interrogated and ordered to
report to the police every
month for "informative talks".

VITI: Yesterday, the police arrested Fehmi Ilazi for weapons. At the
police station, they searched 3
rifles and an old gun from him and ordered him to report the next day
with his son Shaban (28).
Today, he was interrogated at the police, and his passport was
confiscated. Fehmi, was working in
Vienna for 28 years.

MITROVICA: Yesterday in the "Ura e Gjakut" quarter, three policemen
searched for weapons at
the house of Sabit Zeqiri (58), ordered him to report immediately to
the security center, where they
released him after a short "informative talk". The same policemen
yesterday searched for weapons
at the house of Demir Tahir (65) and ordered him to report for
"informative talks" to the security
center. Today, they searched a gun from him, interrogated and released
him in order to report again
on 7 October and hand over the searched weapons.

FERIZAJ: The day before yesterday, Mejdi Mehmeti from the village of
Pojata, received a
summons to report on 3 October to the local governmental authorities
of defence of Ferizaj. Mehdi
before was serving his military service in Ohër and Tetova, from where
he had deserted.

PODUJEVA: Some policemen arrested for weapons Isa Ymeri from Podujeva
at his working
place, brought him to the police station, interrogated him and left
him with an order to report again
the next day. Taken for weapons were also Bajram and Sabit Jetullahu
from the same town.

SUHAREKA: For three days, some policemen raided for weapons the house
of Jetullah Qarri in
"Qarri" quarter, and demolished the furniture.

ISTOG: The financial police in co-operation with the order police,
blocked the market-place and
confiscated a great quantity of goods from Albanian traders. They
plundered clothes, cigarettes,
pencils and 400 kilos of bananas.

VUSHTRRI: On 10 September, the Serbian installed authorities plundered
from the "Polet" social
enterprise 16 sewing machines and gave it for use to the "Pavle"
enterprise of Fushë-Kosova. The
same authorities some time ago had plundered 23 sewing machines of
this enterprise. As it is
known, 3 of these machines were given to the "Triko" enterprise of
Prijepolje.

October 4th,

JUNIK: Eight policemen raided the house of Demë M. Kuçi.

SHTIMJE: Sylejman Shasivari (1954) from Shtimje, was arrested in the
street by some policemen
who searched from him weapons and physically ill-treated him. For his
injuries on the left ear and
on the head, he brought by a doctor's certificate. Jetë Hasani from
the village of Godanc i Epërm,
handicaped, was physically ill-treated for weapons at the local police
station of Shtimje. Agim
Hyseni from the village of Petrova, was taken for weapons to the
police.

VUSHTRRI: At the taxi stand, the police arrested the juvenile Idriz
Asllani and brought him to the
police station. Yesterday, Nazmi Hyseni was summoned to the police,
and today he was arrested
for weapons. He was interrogated by commander Simic and ordered to
report again the following
day.

PRISHTINA: The compulsory authorities of the "Voqar" enterprise
expelled by force from their flat
by the police the 4-member family of Ahmet Zejnullahu and settled a
Serbian family there. KLINA:
A group of Serbs took off a palisade of the flat of Ndue Shabanaj,
member of the local LDK
branch's presidency of Klina, and started laying the foundations for a
building.

DELAYED INFORMATION

PRISHTINA: On 9 September, the Serbian compulsory authorities usurped
the flat of Halil
Berisha, a former employee of the "INKOS" institute. The flat was
given to him by "INKOS" in
1981. According to the Serbian daily press, two Serbs from the village
of Petrovci mbi Mllavë,
Drakce Radivojevic and Dagoljub Jovic, on 24 September were arrested
on the pretext that they
had sold weapons to Albanians. "The Albanian buyers" were not found,
while the sellers were sent
to the examining judge of Gjilan.

PRIZREN: After a three years' stay in Germany, Besnik Bytyçi (1967)
from Prizren, permanent
address "Ulqini" str., on 20 September was sent back by airplane from
Germany to Shkup airport,
but he was prevented to enter Kosova, so that he returned to Germany.

KLINA: On 24 September at midnight, more than 13 policemen, without
any information and
search warrant, arbitrarily entered the yard of the house of Gjergj
Mataj in the village of Dërsnik,
broke open the entrance door, raided the house and demolished the
furniture, keeping all the time
their guns pointed on the family members. At last, the police arrested
Gjergj's son Jozef (1980) and
brought him to the magistrate court of Peja. On this occasion, Jozef
was physically and
psychologically ill-treated, while the Serbian public prosecutor of
the magistrate court of Peja
opened a penal procedure against him for the reason of a quarrel with
a Serb of the same age. On
24 September, a police squad of the police station of Runik village
(Skënderaj) arbitrarily stopped
in the street of the village Jashanica e Epërme Ramë B. Hoti (1934)
from Jashanica village, and
searched a rifle from him. When he claimed that he does not have any
weapon, the police released
him with the order to report to the police the next day. On 28 and 29
September, a group of
Serbian citizens started to build up some buildings in the yard of the
ambulance of Klina, and almost
blocked the entrance of the ambulance. It seems, that all of this is
done with the permission of the
installed Serbian local authorities, as they did not react on it. On
29 September, the security
inspector Radosav Zivkovic arbitrarily stopped in the street Halil
Bimbashi (1961), former security
employee in Klina, activist of LDK and of the Independent Trade Union
of former security
employees, living at "7 Korriku" street, and ordered him to report the
next day to the security
authorities for "informative talks". The following day, he was
interrogated and ordered not to leave
from home.

KAMENICA: On 16 September, some policemen of Kamenica searched for
weapons at the
house of Selajdin Z. Maliqi in the village of Busavata. As Selajdin is
presently in Germany, the
police arrested his brother Lulzim, whom at the police station they
interrogated about a rifle, and
ordered him to report again also on 17 and 18 September. On 20 and 23
September, Ejup Sinani
from Kopërnica village, was summoned for weapons to the police. The
district court of Kamenica,
with its judge Vladimir Mirosvic from Mladenovc, on 26 September
sentenced to a term of 6
months' imprisonment Sevdai Thaçi, member of the local LDK branch's
presidency and chairman of
the District Sports Association of Kamenica, for the reason that two
years ago the police had found
with him 12 booklets of football players containing a stamp of the
District Sports Association.

GJILAN: On 25 September, the magistrate court of Gjilan sentenced to a
term of three months'
imprisonment Musa Rrahimi (1955), teacher of the "Zenel Hajdini" high
school of Gjilan, living in
Zhegër, for an old rifle taken from him in 1994.

MITROVICA: On 26 September, two policemen arrested at his house in the
village of Zhabar i
Poshtëm Qazim A. Sadiku (50) and sent him to serve his term of 5
months' imprisonment, to which
he was sentenced one year before, for keeping weapons without permit.
VITI: On 26 September,
the inspector of the security center of Gjilan Fatmir Dërmaku and his
friend Sadik Rashiti, doctor,
stopped in the street Nijazi H. Emërllahu (1969) from the village of
Vërban, unemployed, put him in
their car, drove around for one hour offending, provoking and
threatening him to pay 1.500 DM for
a favor done to him some months ago intermediating at the police to
give back his passport
confiscated when he returned from Germany. At last, he was physically
ill-treated and threatened
that he will be pursued until he will pay. On 28 September, a police
squad raided the houses of
Shyqeri Ademi and Shaip Sejdiu in the village of Bellanica,
confiscated from them some cubics of
wood and ordered their sons Arben Ademi (12) and Artan Sejdiu (13) to
transport the wood with
a cart to the police station of the village of Kllokot. The next day,
the same policemen went with a
truck to these families, confiscated 8 cubics of wood, and brought it
to the police station of Gjilan.

SUHAREKA: On 25, 26 and 27 September, some Serbian policemen of the
local police station of
the village of Mushtisht physically ill- treated for weapons Ruzhdi
Ndreca from the village of
Maçiteva. Ruzhdi was physically injured, and traces of beatings by the
police were visible on his
face and body. For his injuries, he brought by a doctor's certificate.
The same policemen physically
ill-treated Ruzhdi's neighbor Durmish Ndrecaj (50), until he fainted.

FERIZAJ: On 20 September, Bekim Prekadini from the village of Talinoc
i Muhaxherëve, received
a summons to report to the local authorities of defence. In 1991,
Bekim was in military service in
Sarajevo, but immediately after the beginning of the war, he deserted.
On 27 September at around
10 p.m., a strong explosion happened in the home-yard of Zeqir Zeqiri
in Ferizaj, by which the
family members and the neighbors all around were harassed. The
following day, the police came to
the scene, recorded and took Zeqir's statement. On 27 September, two
policemen searched for
weapons at the house of Sabit Ratkoceri, but as they failed to find
any weapon, they brutally
physically ill-treated Sabit and left a summons to him to report to
the security center the same and
the next day. On 26 and 27 September, Ibrahim Islami from Ferizaj was
taken for "informative
talks" about weapons. On 28 September, two Serbian policemen in civil
of the local police station
of Babush village with a car registered in Krushevc, stopped in the
street and physically ill-treated
until he fainted Shukri Llabjani from Ferizaj, as he was selling
cigarettes in the street.

DRAGASH: On 27 September, Mehmet Sinani (1964), an LDK activist from
the village of
Bresana, was summoned for "informative talks" to the local police
station of Dragash. He was
interrogated about LDK's activities.

SKëNDERAJ: Safet Neziri (31), an LDK activist in Baks village, on 27
September was sent to
serve his term of two months' imprisonment for keeping weapons without
permit. On 27 September
at the local police station of the village of Runik, there were heard
some shots from automatic-guns,
and the police immediately arrested the passers-by Arben Jetullahu,
Blerim Sejdiu, Fadil Spahiu,
Idriz Dervishi and Rrustem Hyseni whom they interrogated, released and
ordered to report again
the next day to the security center of Mitrovica.

Well look who's talking, it's the nation who's known worldwide as the most barbaric
nation which has caused so much terror in balkans and yet they have the nerv to label
Albanians as terrorists!!!! If you can list 10 Albanian terrorist acts I'll list 1.000
serbian ones.
