State cuts dependence on donors

Kenya will only need a negligible amount of donor support to
finance the budget that Finance minister Amos Kimunya presents to Parliament
next month, it was revealed yesterday.
Unlike in previous years, this year, the Government will finance
95 per cent of expenditure from taxpayers' money with only five per cent
support coming from foreign sources.
Mr Kimunya told reporters that going by the current assessments,
the Government would not need IMF support to make up its budget between now
and June next year.
The Finance minister announced that the Government would set
aside Sh4 billion as an emergency fund to be utilised in case the country
faced a punitive drought as happened late last year and early this year.
"This money will be a contingency fund to be utilised in case
the rains are not sufficient or if we have a drought or flooding. This will
ensure that ministry budgets are not strained when these eventualities
occur," Mr Kimunya said.
And the minister promised that the Government had no intention
of raising taxes when he reads the budget, but would instead be seeking ways
to broaden the bracket and include more payers while encouraging more people
to pay.
A date when the budget is to be read has not been set, but will
be determined by the finance ministers from the three East African countries
during a meeting to be held next week.
Traditionally, the Budget is read in June on a Thursday, but
before the 20th day of the month and is presented simultaneously in Uganda
and Tanzania.
Currently, an IMF technical mission is in the country to assess
the economy's performance pending a July decision on whether the money
lender would give Kenya a clean bill of health in July.
The Government is not deeply concerned that an IMF input would
disrupt the budget because the Kenya Revenue Authority has been netting high
tax collections, which can enable it run the budget with little outside
support.
"The team presently in Nairobi is not here to release money or
determine whether we get it. Actually, this is an initiative of the Kenyan
Government to be assessed on the international benchmark on the
macroeconomic scale and to put the Kenyan story in the right perspective.
The IMF board will determine on budget support in July," the minister said.
But with the money expected in July, the Treasury would use it
to give Western investors the confidence that the Government's economic and
governance programmes have IMF approval.
In January, the IMF put off a decision to release $72 million
(Sh5.3 billion) loan to Kenya and the matter postponed.
A review mission from the fund arrived in the country last week
and is expected to seek agreement with the Treasury on the Government's
economic reform programme for the new financial year beginning July 1.
IMF managing director Rodrigo de Rato agreed on key details of
the mission with Mr Kimunya during the latter's visit to Washington in
March. The mission is led by Mr Thomas Krueger.
