I still don't understand what makes a school an "IB school." Can any high
school student take one of the tests? Are these the same tests taken by
Lycee students in France and around the world?

not every high school student can take an IB class or do the entire diploma.
You have to be enrolled at an IB school (they're specially accredited) No
they're not the same as the French Bac, the IB is not based on one single
national system; it is a combination of many different systems. The French
Bac is specific to French schools.
