For specific criteria, see your undergraduate scholarships coordinator.
I don't have the overall count for which institutions have the most
Rhodes Scholars, all I remember is that Duke has 26, Emory has 16, and
Harvard has 481,937 :) The Rhodes recipients for this year were
announced last Saturday and hail from the following undergraduate
institutions (from The Fresno Bee, Dec 9, pg A3, via NEXIS):

Harvard 5 recipients
Georgetown 3
Yale 2
Cornell 2
Notre Dame 2
and one from all of the following: Duke, Columbia, Williams, MIT,
Princeton, Rice, Stanford, Colorado College, Wake Forest, Penn State,
William and Mary, Arkansas, Michigan State, St. Olaf, Nebraska,
Wisconsin, UCLA, and West Point.

One other point about the Rhodes Scholarships is that they
are awarded by region. Thus, while it may seem that the
East Coast schools have an advantage, it is because they
have cherry-picked the most talented mid-western,
western and southern students.
