Your friend should not assume the letter was sent in error or
is in any way bogus. Many colleges employ various methods to
seek out the type of student they want to enroll; it is not
unheard-of for them simply to admit outright rather than to
invite the student to apply first. It certainly makes a good
impression to receive as your first communication from an
institution a letter of acceptance!

Purdue.
I find it highly improbable Purdue would "pre-accept" people without a
formal application process--it's got to be a mistake on the
university's part.

Really? While I was never interested in going to Purdue several of my
friends who were interested in engineering claimed you could apply to
Purdue wholly over the phone, indicating possibly lax standards with
regard to the admission of highly qualified students. Many large
Universities admit a certain portion of their students almost solely
"by the numbers," so one could assume the accepting students whose
profile fit those normally accepted on numbers alone by the university
could just be sent an acceptance letter, since the university could
obtain those numbers from SAT registration information.
