This is a very competitive program. Berkeley probably has the most
competitive Regents program of all the UC campuses. I believe it is also
need-based (although I could be wrong).
There is a regional interview for the scholarship.
You should not be worried about acceptance since all decisions have
already been made, and it is simply a matter of preparing all of the
envelopes to mail out (between March 1 and March 15).

I won a Chancellor's scholarship from Berkeley last year but turned it
down since I eventually decided to come to Yale. I participated in the
overnight host program that the RCSA (Regents-Chancellors Scholars
Assoc.) sponsors and learned a lot about Cal and the program. Since
you got the letter, you can basically treat that as an early
acceptance to Cal (unless you go on a mass murder rampage and become a
fugitive or something).
The Scholarship is great if you qualify for Financial Aid because any
loans in your package are replaced by grants and scholarships.
(otherwise you just get a one-time $500 honorarium) If you're anywhere
near the Bay Area, I would encourage you to do the overnight program.
I got to meet some Cal students and some other really bright kids who
are also being considered for the scholarships. I also got a better
feel for the campus. Although I did decide not to go to Cal, that
visit and the program made me think hard about going to Cal. It wasn't
an easy choice to decide to come here.
Also I wouldn't stress too much about the interview, it's about the
same as any college interview. (at least mine was)
