What steps will reproduce the problem?
1. Source the attached file
2. Run 4 decisions

What is the expected output? What do you see instead?

Since the present-id is not dependent on the superstate, its change should
not blow away the state.

Please use labels and text to provide additional information.

Instead of using soar_module, the present-id should be added the same way
that long-term memory search results are. This prevents them from entering
GDS.
