can I give my Scrippets like Placeholder a Hotkey and how? (Shift+F11)

Yes, you can.

1) Open System Preferences -> Keyboard -> Keyboard shortcuts.

Please note that you have to type "Replace Placeholders" followed by ellipsis that you can type by pressing Option+;
