Could be any of the following :
Corrupt preferences : rename the <home>/Library/Safari folder to test, rename it back if it doesn’t help
Corrupt cache files : go to the <home>/Library/Caches folder and delete anything called Safari or com.apple.safari
Malware/Adware : install & run MalwareBytes
Outdated Safari : run Software Update to check for a new version of Safari
Corrupt OS : Reboot the Mac, holding down cmd+R on the keyboard as soon as the screen goes black (let go when you see the Apple logo and progress bar). When it’s booted up into the recovery partition, select to reinstall a copy of macOS.
Coronavirus : put the computer in a polythene bag for 2 weeks, sprinkle with bergamot & lavender oil every 37 minutes throughout.
