Please forgive me, I’ve me with a none-mac question, but I think you lot are the only people I can turn to!

I have to change the bulb in this bulkhead light, what kind of screw driver do I need to buy?

Well as least it’s an electrical question, kind of.

It’s the screws that hold the glass in place – see they don’t have the normal notch.

Could you use a Dremel to carve a flat notch?

I’ve never seen that type of screw before, it’s probably proprietary to the manufacturer

Are the screws heads capped? Can the cap be prised off to reveal the actual screws?

These are a standard type of screw head intended to require a special tool so they can't be tampered with. Electricians normally would have a screwdriver with a notch cut into the blade leaving two pins for the slots.

Its called a U-shaped batch head. It comes in several different sizes. You can get tools with a handle or as hexagonal tips for motorised screwdrivers.

See this Amazon link for an example. You just need to get one the right size:
