API additions and fixes are live

I just pushed out the following changes to the production machine. Let me know how it goes.

1. implemented getroutes - this was disabled previously

2. implemented getvehicles - this was disabled previously (note the documentation changes)

3. fixed getstops when a direction is specified

4. fixed getstops request validation bugs being reported
