Contact pictures are not appearing in popup

When I text myself my picture appears (I have a contact for myself)
but when a friend texts me it doesn't show their picture. Only a white
icon with an exclamation point (I think) in its place. Is this a bug
or am I forgetting to turn something on in the settings?

For me it is the picture of the last contact who texted me which
appears often in place of the empty square of the contact who is
currently texting me (and who has no photo in my contacts)
