Under System/Desktop Icons you'll find a toggle to enable icons on the desktop. Switch this on, and suddenly -- wallpaper! This stays there if you turn off desktop icons but disappears again on login.
Right click the desktop and untick "show desktop icons" or "show icons" does that fix the wallpaper display issue? If so, go through Gconf editor to the gnome desktop settings, set draw desktop to off, reboot, set it to on, reboot, and it should work. I had the same issue
I've owned my HP Stream 13 for more than a year now, but since I've opened it from the box and and attempted to change my desktop wallpaper from the defaults, it has only been just plain, solid black. All I want to do is put a wallpaper on that I might enjoy that isn't just this dull plain background or one of the ones that came prepackaged with the netbook.
You can change how your start page and other Opera pages appear by applying wallpapers. There are a few preloaded wallpapers in Opera, which you can find in Settings > Wallpapers. You can also access wallpapers from the Easy Setup panel.

Once every 20th reboot i get both wallpapers and it works, but most of the time not.
Unplugging the second monitor helps, and solves the issue for several reboots until it happens again.
Switched Kernels from LTS, 5.12, 5.13, 5.14, always same issue.
I've setup client desktop background via GPO Administrative Template, in user configuration. It works fine but sometimes users randomly reports they get a black wallpaper instead of the designated one. I checked the Event Viewer but couldn't find any error about that policy.
99% of the users have laptops and travel, so they not always have the domain server available for fetching the image. So I thought I'd change the policy to copy the background locally on the computer and set it from the C: drive, but the black wallpaper was happening anyway! This is still a non-issue as it happen even when users are in LAN. And I occasionally checked, the domain was correctly reachable via its DNS name.

I have done it like the link you sent me. I am copying the wallpaper locally to the domain's pc and then in Wallpaper Desktop i am using the local path. I just tried the solution with creating this registry setting but it didnt work.
I'm using Remmina for connecting to a Windows 7 machine over RDP. One problem is that instead of the wallpaper of remote desktop it displays a black backround. In the RDP preferences the "Wallpaper" flag is set for all quality types of connections (from 'poor' to 'best' ) and wallpaper is not displayed with any connection type. ( Also I tried to set various color types - high color, true color, etc.) What can cause the problem? On Debian it worked OK.
