Moving Smile format specification to github: https://github.com/FasterXML/smile-format-specification

As many of you know, FasterXML wiki site has not been very stable
(alas!). It has also been difficult to grant access for modifications
to wiki, and in general there are not many reasons to use it over
public hosting like, say, Github.

So let's move Smile format specification to github.

The new home is:

https://github.com/FasterXML/smile-format-specification

and I have copied most of the stuff, and tried to translate wiki
dialects as well.
If (when) I mangled something, please let me know. Or even better,
submit a PR. :)

There shouldn't be too many changes in general: I like stability of
the format, and although there are possible improvement ideas (listed
at the end of the spec), there's something to be said for not fixing
what ain't broken.
