  Component 1 – SMED Plan Harmonization
National
  • MOA between DTI, CIDA and GTZ re SMED plan harmonization signed
  • Pilot run training on SMED Plan M&E for the Visayas conducted
  • Trainings for proposed SMED Plan M&E conducted (7 batches)
Region 6
  • Harmonization of provincial SMED plans completed
  • Pilot province SMED Plan aligned to new RBM framework
  • SMED Plan Summit conducted in all Region 6 provinces
Region 7
  • Harmonization of provincial SMED plans completed
  • Provincial SMED Plans harmonized, FGDs conducted and results presented to RDC EDC
  • Pilot province SMED Plan aligned to new RBM framework
  • SMED Plan congress done in one province
Region 8
  • Harmonization of provincial SMED plans completed
  • LRED REA used and promoted for SMED Plan Harmonization
  • Pilot province: Leyte  SMED Plan aligned to new RBM framework and conducted SMED congress

  Streamlining
National
  • Streamlining handbook and AVP launched in League of Cities (LCP) Congress
  • Short term mission of streamlining expert (Kai Hauerstein)
Region 6
  • Iloilo City and Escalante municipality starts streamlining process
  • BPLS and NERBAC Benchmarking study conducted
  • Concept of Upscaling Streamlining of Business Registration in Negros Occidental submitted to Governor’s office
  • Bacolod won PPCI award on Business friendly LGU
Region 7
  • Capacity building for NERBAC and IPUs
  • NERBAC launched
Region 8
  • 7 new partner LGUs= as a result of Orientation on Streamlining BPL (DTI-DILG 8 Collaboration)
  • DTI Leyte cited for Sub National Reform by Donor Committee for Enterprise Development for its efforts in Streamlining BPL in Ormoc City.
  BDS
National BDS Model presented to DTI ROG Assembly
Region 6 BDS  providers  identified, plans prepared, FGDs and business seminars held,14 BDS providers qualified
Region 7
  • SMEDSEP and PEZA-EID collaborate on common BDS approach for ecozones
  • BDS Providers  in Cebu and Bohol capacitated
  • MOA with DTI, DOH, PEZA and GTZ on Health BDS signed on replicating the BDS model
Region 8
  • BDS introduced and 6 provinces ‘sensitized’
  • Potential BDS Providers identified, and for final selection process (2008)
  LRED
Region 6
  • Sensitizing Workshops on LRED conducted
  • Training of Core group of LRED facilitators started
Region 7 LRED approach presented to RDC and EDC
Region 8
  • Conducted Training of Facilitators 3 (in cooperation with EnRD) – Advanced Level for 25 partner staff
  • Region wide Sensitizing Workshops resulted to 6  new LRED partner LGUs
