The whole month of July was geared towards the Small and Medium Enterprise Development Week (19-22 July) which showcased Business Development Services and other SME initiatives.
The week started with a MOA signing
between CIDA and GTZ to support the Philippine SMED Plan Harmonization at the
Shangrila Hotel in Makati witnessed by the Canadian Ambassador Peter Sutherland,
Deputy Head of Mission of the German Embassy Rolf Saligmann and DTI-CWTRG USec.

The first SED meeting held 11 July which included SMEDSEP, Trade, PEZA-EID, BIMP-EAGA was attended by GTZ Country Director Jochem Lange and DP Program Manager Doc Mayer.
A MOA signing held last 17 July 2007 forged a partnership between CIDA Pearl2 and GTZ-SMEDSEP in supporting the SMED Plan harmonization for the country.
A hand over cermony of the Best SubNational Reform in Asia Award was presented by Ms Linda Wirth, on behalf of DCED in Bangkok, to Region 8 for its involvement in the Streamlining Business Permits and Licensing Procedures in Ormoc City.
During the SME Week, the German Development Cooperation was showcased by GTZ SMEDSEP together with the various Private Sector Development Programs (Trade, BIMP-EAGA and PEZ-EID). Two BDS Providers of SMEDSEP were invited to join this event.
The SMEDSEP Steering Committee met for the second time this year last 26 July 2007.
Region 6
Focus Group Discussions were scheduled in four provinces for fourteen BDS provider-candidates. All twenty-two Letters of Intent received from six provinces were assessed and all of the proposals qualified.
The La Consolacion College of Bacolod conducted its sixth run of the Asian Cuisine and Kitchen Management Skills Enhancement Tourism Program.
As a follow up to the MOU with SMEDSEP, Iloilo City Mayor signed an Executive Order adopting streamlined process in their business registration procedures.

FGD Provincial harmonization workshops were held in Cebu last 9-10 July
After the presentation of the draft report on NERBAC by the Development Academy of the Philippines, a validation workshop with LGU representatives for Cebu province was conducted last 27 July in Cebu City wherein recommendations towards LGU BPL streamlining will be decided
Business Planning workshop conducted in Cebu last 27 July with GTH and for CVSCAFT in Bohol this coming 8 Aug. The expected output is the implementation on the sector which has market potential
Conducted business development seminars on 'How to Start and Manage Your Business' for two barangays in Mactan
Action Planning on how to come up with a 'ONE CEBU ONE Business Process Licensing System'
Region 8
LRED Sensitizing workshop was held in Ormoc last 25 April. The participants included DTI regional and provincial representatives for Regions 8 & 6. A second round of LRED sensitizing orientation was held in Bohol April 27 and the participants this time were from Regions 7 & 6.
Preparations of the pre-harmonization of the SMED Plan were conducted with the help of a facilitator
Rapid Economic Appraisal for five provinces will be conducted at the end of July to first week of August
An 'LRED Miniplan per Province' is under review and assessment
In line with GTZs thrust to document the replicable models it started during Phase I, Region 8 is now in the process of documenting the 'LGU Tourism Development and Investments Promotion using LRED in Baybay, Leyte* Dissemination of Training of Facilitators for LRED
A three-week ToT course on Training and Moderation Techniques and SME Credit Appraisal and and Monitoring was conducted by the GFA Consulting Group. Twenty-one (21) trainers from UP-ISSI, other academic institutions and consultancy firms completed the ToTs.
GTZ Microinsurance appraisal mission report is now available at the SMEDSEP website in time for the First Asian Microinsurance Conference last 25-26 July in Manila.
An International Exposure Study comprising of fifteen delegates from NABARD (National Bank for Agriculture and Rural Development) and other banking agencies dealing with microfinance in India is scheduled to visit the Philippines in September of this year.
Roll out of SME Finance training for rural and thrift banks to begin in the Visayas by October of this year.* Microinsurance follow up and project planning mission slated on November 2007.

Updates on Trade in Services
An organizational development study on the International Affairs Desk (IAD) of the Department of Transportation and Communication (DOTC) was conducted in order to clarify and develop the role of the IAD vis-à-vis other departments within the DOTC.
Research on the portability of insurance is ongoing and survey questionnaires were sent to the different target countries as well as interviews were conducted with the various resource persons in the health and wellness sector.
A Transport and Logistics Forum will be conducted on 17 August 2007 wherein results from the commissioned Cross Country Study on Transport Services will be presented. The forum is a joint initiative by the GTZ Trade Policy and Promotion Project with the Private-Public Partnership Task Force on Globally Competitiveness Industries.
Updates on Trade in Aquaculture
Phase V: Company Coaching towards stability and sustainability of the company food safety program was held last 8-19 June 2007 which included the fish processing plant in Roxas City; fish ponds in Dumangas, Iloilo and Guimaras; and, hatcheries in Dumangas and San Joaquin both in Iloilo.
Dr. Juergen Janssen conducted a series of marketing meetins entitled "A marketing perspective to Bangus export" was held on 15-20 June 2007 in the provinces of Capiz-Aklan, Guimaras, Iloilo and Negros Occidental targeting the milkfish operators for producers and processors alike. Dr. Janssen presented the demand structure and behavior overview of the German / European buyers discussing what is important to them.
A two-day training of Trainors on Food Quality and Safety for the Milkfish Value Chain was held last 20-21 June 2007 in Iloilo City. This activity was attended by six inspectors and twelve Consultant-Trainers who presented topics on Good Aquaculture and Good Manufacturing Practices.
