this page says that Logan is locked down for Alert 2s
that probably means that the cargo gates are closed - so that no
trucks can enter the airport - except fire trucks and ambulances
it probably does not mean that civilian vehicles are stopped from
reaching the terminals - although they might do that on a Alert 3 or a
Phase 5
Phase 5 is (or was) the EMS lingo for a major disaster
