I've added the SemVer compliant tag:

svn cp https://smarty-php.googlecode.com/svn/tags/Smarty_3_1_13/ https://smarty-php.googlecode.com/svn/tags/v3.1.13/ -m "SemVer compliant tag name"

and forced an update on packagist:

https://packagist.org/packages/smarty/smarty
