Utime failed touch()

Good evening, each time I make a change I have a message that appears

Warning: touch() [function.touch]: Utime failed: Permission denied in /smarty3/sysplugins/smarty_internal_template.php on line 255

do not it will build problem? or something else?

I use the latest version of SVN

It looks like your filesystem isn't allowing permissions correctly, try $smarty->testInstall()
