smartsvn can't open in mac 10.15

I tried almost all versions of smartsvn, but none of them can open and run on Mac.

please help me to solve this problem.

I don't see any reason why SmartSVN 14.4 should not work on your macOS 10.15, because it works even on our old machine with macOS 10.14.
