Unable to configure Github account when one Organization does not authorize OAuth

Using 23.1 RC 3 #20138 on Windows 10, fresh install

When i try to register an Hosting Provider / Github account an error occurs preventing to work with github at all:

Although you appear to have the correct authorization credentials, the `foliojs` organization has enabled OAuth App access restrictions, meaning that data access to third-parties is limited. In fact one of the organizations i'm member does not allow OAuth apps. I cant change that since i dont have enough permissions

The problem here is that the Hosting Provider configuration is aborted preventing to access Github at all (my personal repositories and other organizations that allow OAuth)

I'd like to have the ability to configure GitHub to access at least the personal repositories and other organizations

I have an old token, in another computer, that works this way

I created a classic token with following permissions reporead:orgread:usergistworkflow and worked. So seems is possible

In general this should work (GitHub would simply not return any data from such organizations). Can you please reproduce the problem with clean logs and send them directly to us?
