Dear Chiefs of Mission,

I am very excited to announce that, today, the DREAMS Partnership launched the DREAMS Innovation Challenge.  As part of the Challenge, PEPFAR and its partners – Janssen Pharmaceutica NV (one of the Janssen pharmaceutical companies of Johnson & Johnson) and ViiV Healthcare – have committed up to $85 million (including $80 million from PEPFAR) to support innovative solutions that further DREAMS’ commitment to achieve a 40 percent reduction in HIV infections among adolescent girls and young women within the highest burden areas of your 10 countries by the end of 2017.

Under your leadership, DREAMS already has made important progress, but there is still a long way to go.  The DREAMS Innovation Challenge will build upon the work already being implemented as part of the DREAMS Core Package by infusing new thinking and approaches to meet the urgent, complex needs of adolescent girls and young women in your countries.

As it has been since the launch of DREAMS, your leadership and support is vital to the success of this Challenge. Over the next six weeks, we will be focused on engaging interested applicants in each of the 10 DREAMS countries and around the globe, with a particular focus on encouraging new community-based organizations to participate in the Challenge.

With your support, we aim to attract and invest in new local partners who have a deep understanding of the needs of adolescent girls and young women and who bring fresh ideas to the six DREAM Innovation Challenge Focus Areas:

(1)    Strengthening the capacity of communities for service delivery.
(2)    Keeping girls in secondary school.
(3)    Linking men to services.
(4)    Supporting pre-exposure prophylaxis.
(5)    Providing a bridge to employment.
(6)    Applying data to increase impact.

Interested organizations are required to submit an Expression of Interest through the Challenge website (www.dreamschallenge.org<http://www.dreamschallenge.org>) by March 28, 2016 at 11:59 PM Eastern Daylight Time (EDT).  Applicants selected as finalists then will be invited to submit a more detailed Application.  The DREAMS Partnership expects to announce Challenge winners in mid-summer followed by implementation beginning in the early fall.

We hope you will join us by encouraging everyone at the embassy to engage their networks to help the Challenge attract new players, add new voices, and find new solutions for adolescent girls and young women to protect their health and fulfill their dreams.
