not getting any encounter data

im selecting patients with encounters (all finished), and selection the 'manually select an encounter' doesnt prompt a selection when launching (i was expecting a list like you get when not selecting a patient). the 'select the most recent encounter' also does not return any encounter data to my app, I get the patient data but no encounter. 
im running with provider EHR launch and R4. 

what am I doing wrong?
