Language wont be factor here, rather gaining control of the web cam of other pc [ad hoc ways you need to discover]. Once you get the way, language wont stop you.

The idea of remote desktop connection can be used as a part of the
software process. But the idea is, program should be installed in pcA
and if it is remotely connected to pcB who has the webcam, and
installed program at pcA can interact with pcB webcam, then its not a
problem.
May be, we can also think of accessing the port number of webcam at
pcB from pcA to capture the data using Socket concept---this is just
an idea and you can continue research on this.
