Honorable Board Members,
As you proceed with evaluating the data provided by staff for ES-25, MS/HS-10, I encourage you to please consider the attached County/LPCS geographic data and a proposal. These maps are best viewed electronically where you can enlarge to see detail.   The proposal was developed and submitted to officials in 2010 by Citizens for Lovettsville Area School Solutions (CLASS) after LCPS failed to pursue the 100+acre McDonough Assemblage and allowed those 12-month landowner contracts to expire.  At least one other option exists as well.
 
As you can see by the modified TAZ map, most of the existing paved secondary roads linking residential areas north of Route 9 radiate from Lovettsville: Milltown Rd (South), Lovettsville Rd (East), 287 (North/South) and Irish Corner/Mountain (West).  An option similar to the proposal described in the attached CLASS brochure conceivably may be acceptable to the community with pledge to include measures for mitigating impacts at the time of school construction, e.g., build-out of the Park, intersections/roundabouts to improve traffic flow to get busses off the main street in Lovettsville (BroadWay), walk/bike pathways, etc.  As shown on the attached maps, the majority of students live east of 287, therefore school site options west of 287 which do not also include a bypass road through the Park or Shoene/Engle properties, will force all future school-related traffic thru the Town. 
 
Many western Loudoun citizens would sincerely apppreciate the opportunity to discuss the relative priorities of various site criteria/attributes for school siting options in a series of small informal well advertised community-input sessions.  History shows that closed door Executive sessions with no opportunities for meaningful citizen input before decisions are made is a recipe for contention and project cost escalation.
