Version 3.06.39 of Small HTTP server and Android VPN client

Version 3.06.39 of Small HTTP server has been created:

+ Added defined sequence of messages for POP3
- Fixed message name overflow bug in SMTP
+ shs_ctl updated to print log by name and all logs
+ The SMTP client now checks the message file size after running the antivirus script, and if it has changed, the message is reloaded.
- Fixed bugs in proxy.
* Minor improvements to the built-in VPN client

Android VPN client updated.

- Fixed a bug that occurred when the last byte of the allocated IP address was greater than 127
