College vehicle Program

If anyone has a good college vehicle program or guidebook and would be willing to share, I would appreciate it.  We are needing to develop one from scratch.

Thanks for sharing.  We have a handout, but I was looking for a written program that explains the process of authorizing drivers, training, reporting accidents, etc.
