This is interesting because we've been talking about running a solar PV bulk buy following on from the success we had with the solar hot water drive (100 systems installed locally). The prices the gov are quoting are cheaper than what we could do it for (possible exception: http://www.beyondbuildingenergy.com/).
 
The EPA needs to do something about its promotions though - this is the first I'd heard of it & I'm in the RE field. I recommend anybody interested to register their interest with EPA.
