[slurm-dev] always show completing jobs in squeue

The attached patch makes squeue (and "scontrol show jobs") always show
completing jobs. The purpose is to avoid confusing output of commands:
sinfo shows a node in comp state, while there is no CG jobs in the
output of squeue(or output of "scontrol completing").

Also I think that completing jobs should be dumped to disk when saving
system state. Or else, after slurmctld restart a completing node with
tasks hanged may be wrongly made idle(the job reported on the node is
taken orphaned) and allocated to new jobs.
