smon & snodes

Command line tools for Slurm administrators, using the Slurm REST API
(slurmrestd):

* smon: rack overview of all nodes with their state or CPU load, a
summary per state, or a list of busy nodes with jobs, load and memory.

* snodes: list unavailable nodes grouped by reason, and drain or
resume nodes with a note and an optional ticket number.
