Subject: [apbp] Columbia Missouri Passes Bicyclist Harassment Law
What surprised me most is the amount of media coverage that this received and the controversy it stirred. It was covered in the St. Louis, Kansas City and Jefferson City media and after an AP writer expressed interest it ended up in papers all over the country. I received emails from people who hate bicyclists from as far as 150 miles away from Columbia!
The Police were really quite in favor of this because it finally gives them a real tool to use.
This was harder to pass than I imagined and I learned quite a bit going through this process. If anyone wants any details I’d be happy to talk to you over the phone about it.

Here is the text of the ordinance:
Sec. 16-145. Harassment of a bicyclist.
(a) A person commits the offense of harassment of a bicyclist if the person: . . .
(1) Knowingly throws an object at or in the direction of any person riding a bicycle; or
(2) Threatens any person riding a bicycle for the purpose of frightening or disturbing the person riding the bicycle; or
(3) Sounds a horn, shouts or otherwise directs sound toward any person riding a bicycle for the purpose of frightening or disturbing the person riding the bicycle; or
(4) Knowingly engages in conduct that creates a risk of death or serious physical injury to the person riding a bicycle.
(b) Harassment of a bicyclist is a Class A misdemeanor.
