Possible bug / multiple production zones

Today in game 5321199116615680 the rice producer shipped 3 rice from the Bali production zone when the only ship adjacent to the zone had a hull of 2.  The Bali zone is merged with another production zone which had available ships, but they are treated separately for shipping purposes.  I don't know how that 3rd rice was shipped from Bali.  Is this a bug or am I misunderstanding the rules?

Not a bug. Bali has two ships of hull 2 adjacent to it. So, it could potentially ship up to four goods.

Easy to overlook the ship to the south of Jawa Timur, which is adjacent with the left side of Bali.

So Bali’s shoreline touches the sea zones north and south of Jawa Timur?  If so, there are 3 ships of 2 hull in both sea zones north and south of Jawa Timur, plus another ship in the zone surrounding Bali?  Man!  That’s another rule mistake for me.  I always think I’m done making mistakes, and that too is a mistake.

Yes, the leftmost province of Bali is adjacent to three sea zones, rightmost providence of Bali is surrounded by a single sea zone. The sea zone north of leftmost Bali providence is not adjacent to the sea zone south of the leftmost Bali providence. The last page of the first edition rules, specifically addresses this map issue.

It's possible this was changed in later editions.
