Indonesia - city growth bug

Hi Jeff,

First, thanks again for the great game.

My friends were playing a 2 player Indonesia game and got to 4 red cities (level 3)

It looks like there is missing a check on the amount of cities remaining.

This is very low priority bug since this situation will probably never happened in a 3p+ game.
